$13.3 million dollars will be spent with Building Crafts Inc. for the construction of sludge processing and bio-solids management improvements at the wastewater treatment plant in Middletown.
These improvements will upgrade our current processing capabilities allowing us to make class A sludge, instead of the class B sludge we create now. Benefits reaped from the upgrade include less odor, about a 50% mass reduction in the amount of sludge we create, and more environmental-friendly sludge as well.
The money to pay for this upgrade comes from a city water fund and a grant, entirely separate of the city's operating budget.
