2003 Capital Improvement Projects Reviewed

Did all the projects planned get completed this year? Listed below are the projects listed at the begining of the year.

Cincinnati-Dayton Road - $6,000,000
80% Fed, 12.5% State, 7.5% City. Widening of Cincinnati-Dayton Road from Greentree Road to SR 122. Also adding left-turn lane and right turn lane on eastbound SR 122 and left turn lane westbound SR 122.

State Route 122 Resurfacing - $3,300,000
56% State, 44% City. Resurfacing Reinartz Boulevard (Main St. to University Boulevard including ramps), University Boulevard (Reinartz Boulevard to Roosevelt Boulevard), Roosevelt Boulevard (University to Cincinnati-Dayton Road), Second Avenue (Bicentennial Commons to Clinton).

Local Street Rehabilitation Program - $120,000
100% CDBG. Resurfacing Flemming Road (West of Charles Street) and Columbia Avenue (East of Clark Street).

Sidewalk Curb and and Gutter Program - $280,000
Assessment project requiring owner repairs to sidewalks, curbs and gutters, and drive aprons on those streets to be resurfaced this year including Roosevelt Boulevard (sidewalk and drive aprons only, curb to be included in the ODOT resurfacing project) and the portions of Flemming Road and Columbia Avenue to be resurfaced.

City Share of Subdivisions - $200,000
City codified ordinances provide for city participation in the cost of new developments where wider than normal streets are required to conform with the City's Master Plan. 2003 subdivision developments may include a significant portion of Riverview Avenue constructed between the Warren/Butler County Line and Cincinnati-Dayton Road, and a bridge/culvert structure constructed for the extension of Plymouth Avenue to Jackson Lane.

CD Alley Program- $20,000
100% CDBG. Funding for resurfacing alleys in the CD area.

Gardner Park - $50,000
100% CDBG. Rehabilitate existing tennis courts.

Tree Replacement Program - $13,000
This program funds the purchase, planting, and initial maintenance of new trees along the thoroughfare medians and other public rights of ways and facilities.

Demolition - $15,000
This source of funding is utilized by the Building Inspection Division to tear down condemned and blighted buildings within the city.

Building Maintenance - $30,000
Miscellaneous maintenance require for City-owned buildings.

Segmented Circle - $10,000
90% FAA, 10% Local. Repair or replace segmented circle that has badly deteriorated. The segmented circle is designed to draw visual attention to the airport wind indicator located within the circle and to provide visual traffic pattern information at airports without operating control towers.

Relocate Rotating Beacon - $20,000
90% FAA, 10% Local. Existing rotating beacon is located on Aeronca property adjacent to Airport. Beacon needs to be relocated due to Aeronca redevelopment.

Obstruction Removal - $10,000
90% FAA, 10% Local. Clearing of trees and brush on and adjacent to the Airport that was identified by an ODOT Aviation inspection. Some of the obstructions identified are not on Airport property.

Apron Resurfacing - $219,000
80% State, 20% FAA. Reconstruct pavement of three separate aprons at the Airport as identified by ODOT Office of Aviation's 2001 Pavement Inspection Report. Total area to be resurfaced is approximately 123,000 square feet.

REIL Lights and Key MIC System - $20,000
90% FAA, 10% Local. Rewire Runway End Identifier Lights (REIL) due to deteriorated wiring that only allows lights to be operated at 50% power output. Install Key Mic System that allows approaching and departing aircraft at night to turn runway lights on for a set amount of time. Currently, runway lights are on from dusk till dawn with only 5-6 aircraft movements a night on average.

Misc. Airport Improvements - $14,000
Miscellaneous small projects are completed each year at the Airport.

Eberhart's Run Sewer - $775,000
This extension of the City's trunk sewer from Union Road to the east will serve the area east of Union Road and south of SR122 and prepare this area for development which includes the relocated Fenwick High School.

SR122 / I-75 Interchange Modification Study - $500,000
City, County Share to be determined. The northbound Interstate-75 on/off ramp must be modified to provide acceptable traffic movement to and from areas east of I-75. This will fund the study necessary to for ODOT and OKI review.
