Gold Medalist Kayla Harrison will be visiting Middletown City Schools on Tuesday, August 28th and will wrap up her day in Middletown with a motorcade in the downtown area and a rally on Donham Plaza. The public is invited to line the route as the motorcade travels from the corner of Reinartz & Verity to Central Ave, right on Central to Cincinnati State Middletown, right on Main to the city plaza drive. The public is encouraged to wear red, white and blue and carry flags
showing Kayla their patriotism. They are also encouraged to bring lawn chairs.

Cincinnati State Middletown Opening
Cincinnati State Middletown will open for classes on Wednesday,
August 29th.
 
Assistant Finance Director
The new Assistant Finance Director, Michelle Greis will officially start her position on September 4th. She will immediately start on the 2013 budget. Staff has already begun the process and Michelle will jump right in. She is an auditor and has an excellent background in municipal finance. We are all looking forward to Michelle joining our team!
 
Back to School at the Community Center
On Saturday, August 11th the 6th annual Back to School Celebration was held at Douglass Park behind the Robert ‘Sonny’ Hill Jr. Community Center. Each year this event is put on before school starts with the help of numerous organizations throughout the community, including, but not limited to Together We Can, Sodexo, Family Services of Middletown, Dillman’s, 3R Development, Teen Mentoring Committee, SELF, and several local church groups. We received donations of school supplies, including over 500 backpacks from Solid Rock Church, enabling us to give approximately 450 Middletown City School District students new backpacks filled with supplies to start the new school year. Over 600 adults and children enjoyed free snacks and drinks while the children enjoyed the entertainment provided. The Middletown City Schools’ superintendant and a few principals were on hand to speak to the Community and welcome the families to the new school year.
 
Splash Pads Season Ends
The splash pads located at Smith and Douglass Parks are scheduled to close for the season on Tuesday,September 4th.
 
Middletown Division of Fire (MDF)
Dr. Tina Kummerle, Atrium Emergency Department (ED) Attending Physician recently presented a CardiacMonitor 12-Lead interpretation class to personnel here at the Middletown Division of Fire. Dr. Kummerle came to the Atrium in 2010 from the University of Maryland Medical School and Residency at George Washington University Medical Center. She also serves as the Medical Director for the St. Clair Township EMS. The 12-Lead EKG is performed in the field by Division of Fire paramedics and transmitted to the Atrium ED. This is all part of the proper diagnoses and early detection of Acute Coronary Syndrome leading to heart attacks. Division of Fire paramedics can inform the Atrium ED of the possible heart attack and a “Cardiac Alert” is declared. These patients will then quickly be moved through evaluation process in the ED and up to the Cardiac Intervention Lab. The close working relationship between the Division of Fire and the Atrium Medical Center ensures that the citizens and visitors to the City of Middletown get the best cardiac care possible. In 2011 Division of Fire paramedics transported nearly 1000 cardiac patients to the Atrium ED and answered 48 emergency calls for Cardiac Arrest. The Division is currently on track to eclipse those numbers in 2012.
 
Airport Activities
The “Work Stinks Boogie” will be held at the City of Middletown Airport on Wednesday, August 29, 2011 to Monday, September 3, 2011. On Saturday, September 1st, Start Skydiving will host live entertainment, a Team Fastrax pyrotechnic aerial display, and a fireworks show you will never forget. Helicopter and Hot Air balloon rides are also available. This is the premier event of the skydiving year and parachutes will be popping all weekend! Stop by and see the excitement at our airport!
 
Volunteer Victim Advocates Needed
The Criminal Division of the City’s Law Department is looking for individuals interested in volunteering as victim advocates on Monday, Wednesday and Friday from 9:00 a.m. – 1:00 p.m. Advocates work with victims of crime with cases pending in Middletown Municipal Court. If you are interested in volunteering, please email the Victim Advocate Coordinator at darleneb@cityofmiddletown.org for additional information.
 
Update on Land Bank Activities
The most recent Board meeting of the Butler County Land Reutilization Corporation took place on August 23, 2012. Doug Adkins, Community Revitalization Director, is the Vice Chairman of the land bank Board. The land bank has incorporated, adopted a Code of Regulations, and is currently reviewing insurance and legal representation options. The land bank has applied and has been awarded the full allocation of just under $2.7 million for the Ohio Attorney General’s Moving Ohio Forward demolition grant program.
 
The City of Hamilton has already used the land bank to take titles to 89 residential properties during July and an additional 4 residential properties in August to meet their revitalization needs. The City of Middletown is completing the 2013 budget at this time to finalize which accounts will fund the Moving Ohio Forward Grant program. Community Revitalization staff are reviewing the first properties to be demolished under the program. To save funds on demolition, two Community Revitalization staff members are in the process of getting asbestos certification to perform the asbestos survey required for any residential demolition. This asbestos survey generally costs the City about $500 per property. The certifications are being paid for by Community Development Block Grant training funds and not the general fund. We will perform the original
asbestos survey in-house. With approximately 300 demolitions at $500 savings per house, we theoretically save $150,000 in demolition costs over the life of the grant program, which in turn can be reinvested in additional demolitions. We have procured through RFP additional title services to accommodate the large number of title searches required to start the demolition notice process. We have discussed the demolition requirements under the program with our existing demolition contractors and have been verifying that we have the capacity to meet our grant requirements. The first $250,000 in demolition grant funds are reimbursed at 100% by the Moving Ohio Forward fund, meaning we get every dollar spent back. Staff will be approaching Council in the near future to request appropriation authority to complete the first $250,000 in
demolitions during 2012, and then re-use the $250,000 reimbursement during 2013 as additional matching funds for the project.
 
Air Quality
With summer coming to an end and weather patterns changing as we transition into autumn, an increase in odor issues in southwest Ohio may be experienced. The many parameters that make up our weather (wind speed, wind direction, cool overnight temperatures and barometric pressure) can affect whether residents detect odors. 
 
The Southwest Ohio Air Quality Agency (Agency) typically sees an increase in the number of odor complaints during this time of year. Odors are often more prevalent in the morning hours when the air is very stable. Usually, the substance causing the odor is in very low concentrations. 
While the Agency is aware of current odor issues, residents should report excessive or overly-offensive odors. The Agency operates a 24-hour air quality complaint hotline offering prompt service to the air quality concerns of residents in the four-county area of Butler, Clermont, Hamilton and Warren counties. Complaints can be made by phone at 513-946-7777 or online at www.SouthwestOhioAir.org/Complaints. 
The Agency coordinates inspection efforts with other agencies, such as local health departments, to protect human health and reduce nuisance issues associated with odors.

The Southwest Ohio Air Quality Agency works with government agencies, businesses, communities and citizens to achieve and maintain healthy air quality for Butler, Clermont, Hamilton and Warren counties in Southwest Ohio. The Agency is a division of the Hamilton County Department of Environmental Services (HCDOES) which also encompasses the Hamilton County Recycling and Solid Waste District.
 
Red Cross Relocation
On August 28th the American Red Cross, Butler County Office will relocate to the Alcohol & Chemical Abuse Council building, 2935 Hamilton Mason Road in Hamilton, OH 45011. They will be in this office until approximately the end of the year.
 
Transportation Program: The City of Middletown has agreed to allow the two Pacifica’s to stay in the lot that is next to our current office. 1 Stop Shipping located directly across from this parking lot will be the temporary transportation office. The owner of 1 Stop, Carla Frazier, 1205 Vail Avenue, Middletown, OH 45042, 513.422.2491 has graciously agreed to provide this pick up spot for our drivers. Thank you Carla! All transportation calls, scheduling and dispatching will be handled out of 2935 Hamilton Mason Road.
 
Emergency Services: The response vehicle that is currently parked at 1227 Central Avenue will be located at the Middletown Fire Headquarters - Station 83 - Fire Headquarters / 2300 Roosevelt Blvd, Middletown, OH Thank you to Chief Botts for his commitment to the Red Cross.
 
There will be no interruption of services during this move. As Christine gathers more information regarding their relocation, she will share as needed. If you have any questions about the move, please do not hesitate to contact her. Gold Medalist Kayla Harrison will be visiting Middletown City Schools
on Tuesday, August 28th and will wrap up her day in her Middletown
with a motorcade in the downtown area and a rally on Donham Plaza.
T he public is invited to line the route as the motorcade travels from the
corner of Reinartz & Verity to Central Ave, right on Central to Cincinnati
State Middletown, right on Main to the city plaza drive.
The public is encouraged to wear red, white and blue and carry flags
showing Kayla their patriotism. They are also encouraged to bring lawn
chairs.

Assistant Finance Director
The new Assistant Finance Director, Michelle Greis will officially start her position on September 4th. She will
immediately start on the 2013 budget. Staff has already begun the process and Michelle will jump right in.
She is an auditor and has an excellent background in municipal finance. We are all looking forward to Michelle
joining our team!
Back to School at the Community Center
On Saturday, August 11th the 6th annual Back to School Celebration was held at Douglass Park behind the
Robert ‘Sonny’ Hill Jr. Community Center. Each year this event is put on before school starts with the help of
numerous organizations throughout the community, including, but not limited to Together We Can, Sodexo,
Family Services of Middletown, Dillman’s, 3R Development, Teen Mentoring Committee, SELF, and several
local church groups. We received donations of school supplies, including over 500 back packs from Solid Rock
Church, enabling us to give approximately 450 Middletown City School District students new backpacks filled
with supplies to start the new school year. Over 600 adults and children enjoyed free snacks and drinks while
the children enjoyed the entertainment provided. Middletown City Schools’ Superintendant and a few
principals were on hand to speak to the Community and welcome the families to the new school year.
Splash Pads Season Ends
The splash pads located at Smith and Douglass Parks are scheduled to close for the season on Tuesday,
September 4th.
Middletown Division of Fire (MDF)
Dr. Tina Kummerle, Atrium Emergency Department (ED) Attending Physician recently presented a Cardiac
Monitor 12-Lead interpretation class to personnel here at the Middletown Division of Fire. Dr. Kummerle
came to the Atrium in 2010 from the University of Maryland Medical School and Residency at George
Washington University Medical Center. She also serves as the Medical Director for the St. Clair Township
EMS. The 12-Lead EKG is performed in the field by Division of Fire paramedics and transmitted to the Atrium
ED. This is all part of the proper diagnoses and early detection of Acute Coronary Syndrome leading to heart
attacks. Division of Fire paramedics can inform the Atrium ED of the possible heart attack and a “Cardiac
Alert” is declared. These patients will then quickly be moved through evaluation process in the ED and up to
the Cardiac Intervention Lab. The close working relationship between the Division of Fire and the Atrium
Medical Center ensures that the citizens and visitors to the City of Middletown get the best cardiac care
possible. In 2011 Division of Fire paramedics transported nearly 1000 cardiac patients to the Atrium ED and
answered 48 emergency calls for Cardiac Arrest. The Division is currently on track to eclipse those numbers in
2012.
Airport Activities
The “Work Stinks Boogie” will be held at the City of Middletown Airport on Wednesday August 29, 2011 to
Monday September 3, 2011. On Saturday, September 1st, Start Skydiving will host live entertainment, a Team
Fastrax pyrotechnic aerial display, and a fireworks show you will never forget. Helicopter and Hot Air balloon
rides are also available. This is the premier event of the skydiving year and parachutes will be popping all
weekend! Stop by and see the excitement at our airport!
Volunteer Victim Advocates Needed
The Criminal Division of the City’s Law Department is looking for individuals interested in volunteering as
victim advocates on Monday, Wednesday and Friday from 9:00 a.m. – 1:00 p.m. Advocates work with victims
of crime with cases pending in Middletown Municipal Court. If you are interested in volunteering, please
email the Victim Advocate Coordinator at darleneb@cityofmiddletown.org for additional information.
Update on Land Bank Activities
The most recent Board meeting of the Butler County Land Reutilization Corporation took place on August 23,
2012. Doug Adkins, Community Revitalization Director, is the Vice Chairman of the land bank Board. The land
bank has incorporated, adopted a Code of Regulations, and is currently reviewing insurance and legal
representation options. The land bank has applied and has been awarded the full allocation of just under $2.7
million for the Ohio Attorney General’s Moving Ohio Forward demolition grant program.
The City of Hamilton has already used the land bank to take title to 89 residential properties during July and an
additional 4 residential properties in August to meet their revitalization needs. The City of Middletown is
completing the 2013 budget at this time to finalize which accounts will fund the Moving Ohio Forward Grant
program. Community Revitalization staff are reviewing the first properties to be demolished under the
program. To save funds on demolition, two Community Revitalization staff members are in the process of
getting asbestos certification to perform the asbestos survey required for any residential demolition. This
asbestos survey generally costs the City about $500 per property. The certifications are being paid by
Community Development Block Grant training funds and not the general fund. We will perform the original
asbestos survey in-house. With approximately 300 demolitions at $500 savings per house, we theoretically
save $150,000 in demolition costs over the life of the grant program, which in turn can be reinvested in
additional demolitions. We have procured through RFP additional title services to accommodate the large
number of title searches required to start the demolition notice process. We have discussed the demolition
requirements under the program with our existing demolition contractors and have been verifying that we
have the capacity to meet our grant requirements. The first $250,000 in demolition grant funds are
reimbursed at 100% by the Moving Ohio Forward fund, meaning we get every dollar spent back. Staff will be
approaching Council in the near future to request appropriation authority to complete the first $250,000 in
demolitions during 2012, and then re-use the $250,000 reimbursement during 2013 as additional matching
funds for the project.
Air Quality
With summer coming to an end and weather patterns changing as we transition into autumn, an increase in
odor issues in southwest Ohio can be experienced. The many parameters that make up our weather (wind
speed, wind direction, cool overnight temperatures and barometric pressure) can affect whether residents
detect odors.
The Southwest Ohio Air Quality Agency (Agency) typically sees an increase in the number of odor complaints
during this time of year. Odors are often more prevalent in the morning hours when the air is very stable.
Usually, the substance causing the odor is in very low concentrations.
While the Agency is aware of current odor issues, residents should report excessive or overly-offensive odors.
The Agency operates a 24-hour air quality complaint hotline offering prompt service to the air quality
concerns of residents in the four-county area of Butler, Clermont, Hamilton and Warren counties. Complaints
can be made by phone at 513-946-7777 or online at www.SouthwestOhioAir.org/Complaints.
The Agency coordinates inspection efforts with other agencies, such as local health departments, to protect
human health and reduce nuisance issues associated with odors.

The Southwest Ohio Air Quality Agency works with government agencies, businesses, communities and

(HCDOES) which also encompasses the Hamilton County Recycling and Solid Waste District.
Red Cross Relocation
On August 28th the American Red Cross, Butler County Office will relocate to the Alcohol & Chemical Abuse
Council building, 2935 Hamilton Mason Road in Hamilton, OH 45011. They will be in this office until
approximately the end of the year.
Transportation Program: The City of Middletown has agreed to allow the 2 Pacifica’s to stay in the lot that is
next to our current office. 1 Stop Shipping located directly across from this parking lot will be the temporary
transportation office. The owner of 1 Stop, Carla Frazier, 1205 Vail Avenue, Middletown, OH 45042,
513.422.2491 has graciously agreed to provide this pick up spot for our drivers. Thank you Carla! All
transportation calls, scheduling and dispatching will be handled out of 2935 Hamilton Mason Road.
Emergency Services: The response vehicle that is currently parked at 1227 Central Avenue will be located at
the Middletown Fire Headquarters - Station 83 - Fire Headquarters / 2300 Roosevelt Blvd, Middletown, OH

All Department Heads of these various functions for supporting the event
Mayor and City Council Members for supporting the city’s efforts and serving as cheerleaders for the
community during this special event.
Special mention to Ann Mort who coordinated the activities with the school and the media. Sorry she
could not see the results of her hard work.
I know there were many others who assisted this past week in lending a hand. It truly was a team effort. The
