Zip Code Survey for Renaissance East and Renaissance West (Towne Mall area)


Great news! The Post Office has agreed to conduct a survey in November asking if residents and businesses which currently have a 45005 zip code if they would like to change zip codes to the Middletown 45042. It has taken a lot of work to get the post office to agree to conduct the survey. If a majority of recipients vote for a change, then mail delivery will change from Franklin post office to Middletown; all those involved will have a 45042 zip code. Currently, residents/businesses have to drive to Franklin to resolve any post office issues or pick up mail.

Positions eliminated
As Council knows, unfortunately, the 2010 budget includes the elimination of positions. The City organization is at the point where positions that are critical to our operations are being eliminated; there are few alternatives. Further, there are promotional opportunities eliminated by removing some of the vacant positions. I am sure that most members of Council have been approached/lobbied by employees who may be losing their jobs, or unions representing employees, or others who may be interested.

There is no “one perfect solution” for our budgetary issues, but staff has gone through a process and we have given Council a recommendation for one possible solution. There are numerous other possibilities, each of which would affect employees. As we go through the budget, I am happy to discuss priorities with Council and answer any questions.
2010 Capital Improvement Program

At Tuesday’s meeting we will be reviewing the CIP. As you may recall, we dedicate 1 mill of the property tax revenues to go toward capital improvements – this amounts to approximately $675,000 per year. With this money we are able to leverage State and Federal grants to allow for a much larger Capital program. In addition, we have capital projects from the enterprise funds.

Clinic Sub‐Lease to Pharmacy

As you know, the City owns the property on 9th Avenue in which the Butler County Community Health Consortium (BCCHC) clinic is located. The BCCHC would like to open a pharmacy within the clinic and our consent is needed in order to sub‐lease space to the pharmacy. This is a much needed service for our residents. Further, after review by the Law Department we have determined that this is an acceptable use under the lease since the “mission complements that of BCCHC” and the activity is CDBG eligible. If Council has any objections to this, please let me know by the end of this week, otherwise, we will execute the necessary paperwork to consent to BCCHC sub‐leasing space to the pharmacy.

Section 8 Housing Inspections


We have the contract with the Inspection Group to conduct the Section 8 Inspections on Tuesday’s agenda. As you may recall, two of the items that we wanted to make more robust with the new CONSOC contract were Housing Quality Inspections (HQS) and the Criminal background checks. We lowered the amount of the contract with CONSOC so that we could contract out separately for the HQS. Doug Adkins has been working on the contract with the Inspection Group. Our targeted start date is November 1. Unfortunately, the contract negotiations took longer than anticipated and we will not be able to begin the work on November 1 unless this is passed by emergency. While we would like to get started as soon as possible with the new vendor, if council would like to have 2 readings on this ordinance, we can work with the vendor on a monthly basis, or continue in the current arrangement with CONSOC to fill in the gaps until the contract is passed.

We have prepared the legislation and staff report which supports the re‐naming of the Community Center in honor of Sonny Hill. Mr. Hill contributed a great deal to the community and naming the Community Center in his honor is a wonderful expression of the community support that he had during his life.
