PURPOSE

To authorize the City Manager to enter into a contract with Barrett Paving Materials for the improvements to Sutphin Street between Central Avenue and Grand Avenue.

BACKGROUND and FINDINGS

This project consists of replacing the defective pavement, curb and gutter on Sutphin Street from

Central Avenue to Grand Avenue.

Bids were submitted by four contractors for the project on January 7, 2010 with Barrett Paving Materials submitting the lowest and best bid.

ALTERNATIVES

1. Do Nothing
2. Award contract to a different contractor

FINANCIAL IMPACT

A grant from the American Recovery and Reinvestment Act (ARRA) will pay for 100% of the construction cost associated with the project up to $750,000.
The proposals received for this project on January 7, 2010 ranged in price from $682,421.85 to $793,510.40. The low bid submitted by Barrett Paving Materials was 9% below the engineer’s estimate.

EMERGENCY/NON-EMERGENCY

Emergency legislation is requested in order to expedite contract requirements required by the Ohio Department of Transportation.

Does anyone know the average daily traffic counts for this segment of Sutphin Street? This is a better use of "Stimulus" money than that of paving more alleyways!

I travel Supthin many times daily, and have operated businesses ON Supthin and still do very close by.
It is a major roadway in the area, and has been in need of serious work fpr quite a while.

A larger concern should ne what has transpired on the streets and in the neihborhoods directly west of Supthin.

Take a drive down Howard St.,Linden, Arlington or Logan(and maybe down the alleys). It ain't pretty and is becoming a serious issue.

When was the last time any businesses opened or operated on Crawford St.?
