Mr. Adkins:  What's New With The 8/20/13 City Council Approved/Subsidized
Rose Furniture Deal?  Should Taxpayers Be Concerned 4.5 Years Later???

It has now been almost a year since City Hall signed an agreement for the restoration of the Rose Furniture Building and the repair of the Ewing Building for $300,000.  Has anyone heard anything about when this project will start?
Why does City Hall sign these contracts without a Required Completion Date for these downtown properties?

Middletown City Council Meeting
8-20-2013

ORDINANCE NO. O2013-44
AN ORDINANCE AUTHORIZING A DEVELOPMENT AGREEMENT WITH
HISTORIC ROSE FURNITURE LLC.

WHEREAS,
Historic Rose Furniture LLC (hereinafter “HRF”) is interested in purchasing and redeveloping the real property at 36 South Main Street (Parcel # Q6511005000017), commonly known as the Rose Furniture Building; and
WHEREAS, the City owns the Rose Furniture Building which currently is estimated to have a negative
value; and
WHEREAS, HRF is interested in renovating the building in a manner consistent with the City Master
Plan;

NOW, THEREFORE, BE IT ORDAINED,
by the City Council of the City of Middletown, Butler/Warren
 Counties, Ohio that:

Section 1
The City Manager is hereby authorized to enter into a Development Agreement with Historic Rose
Furniture LLC which is consistent with the terms set forth on Exhibit “A”, attached hereto, and makes no
additional commitments by the City. The final agreement shall be in a form acceptable by the City
Manager and the Law Director. The City Manager is further authorized to execute such other
documents, including documents of conveyance that are necessary to complete the terms of the
Development Agreement.

Section 2
For said purpose the Finance Director is hereby authorized to pay a sum not to exceed $300,000.00 from the Downtown Improvement Fund (Fund #481), which such sum is hereby appropriated to the accounts of 990 (481.990.54400).

Section 3
The real property in question is not needed for any municipal purpose.  It is hereby determined that the subject matter of this legislation is not of a general and permanent nature, does not provide for a public improvement, and does not assess a tax or payment.

Section 4
This ordinance shall take effect and be in force at the earliest date permitted by law.

"WHEREAS, the City owns the Rose Furniture Building which currently is estimated to have a negative
value"

Negative value?

Then, in the next post by Analytical, we find out that the city is wanting to put 300 grand into the property that has been declared as having a negative value.

Would any of you put money into a property having a negative value? Would any of you council people or would Mr. Adkins himself want to own or have anything to do with a property having a negative value? Is this a wise use of city taxpayer money? I don't think so. If Robinette's development group wants to revitalize the Rose Building because of some "historic significance" and given it is not worth anything at this point, let his company do the investment and revitalization and take the chance of success with their own money.

Why would any councilmember vote for this and why would Adkins want to bother with this issue. Just bulldoze it at the current owners expense as it is uninhabitable (as usual, that would be the taxpayers of Middletown because your leaders are continually using your money without your permission to buy worthless real estate downtown)
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

Mr. Adkins and Economic Development Department Staff -

The Rose Furniture LLC project at 36 S. Main Street is another shining example of your city-subsidized
"downtown projects".  Have these owners also overlooked paying their Butler County property taxes too?  Is this
their way of thanking the citizens of Middletown for the $300,000 "gift" some four plus years ago?  Will this long-
lingering deal ever reach the re-construction phase?  After all, $1,330.33 in past due taxes is worth noting.

Don't understand this. How can any downtown property be delinquent in taxes and not be heading to foreclosure? If we "average" citizens were behind on property taxes for any length of time, we would be receiving a delinquent tax notice followed by foreclosure proceedings on our homes, right?

Is the city going to use the taxpayer's money to not only loan their pals money for rehabs but pay their delinquent taxes as well? Is that next on the agenda?

Somewhere, somehow, there has to be some illegal activity going on by the city with relation to these sketchy downtown deals being done. Just can't believe all of this activity is above board and legal.
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.
