Does anyone know if this report was prepared by Community Revitalization Department staff or required this year by the HUD Columbus Field Office?

Citizen Participation is far different process in 2009 in Middletown.

Do the citizens of Middletown have a real voice in how and where HUD funds are now spent?  Is there a procedure for City staff to report was has and has not been accomplished program wise?

Well then, if Mr. Soppanish said that, he is correct. Communication between city leaders and the citizens is mandatory, not an elective choice from officials, Mr. "We're just not set up at this time to answer your questions" Lawrence Mulligan Jr. Sadly, the current group of MMF council/city manager puppets have been told they don't have to communicate with the people, or, at best, can pick and choose information they wish to release. Start the cleanout in November. Finish the cleanout next cycle. Then, with the new-face council seated, start the cleanout at city hall, starting with the city manager. Let's "downsize" the whole group through "in-sufficient performance". Sound like a game plan?

Does anyone have an update on whether the City of Middletown submitted their Annual Performance Report (CAPER) to the HUD Columbus Field Office?
 
Over the past two decades the City of Middletown annually discussed the CAPER with our now-defunct HUD Consolidated Planning Committee, made copies of the report available to the general public and then held a public hearing prior to submission to Columbus.

Community Revitalization Department staff has a "gag order" not to speak with past employees or Historic Pioneer Cemetery volunteers.  Would someone else pose these questions?
