Positions Eliminated
Sadly, we continue to work through the details of the 7 layoffs that will occur after the first of the year. I regret that we have any layoffs, but given the financial times we are in, there are very few choices. As Council knows, we also recommended elimination of another 7 unfilled positions from the budget, 4 of which are on hold pending a discussion on finances after the first quarter of next year.

What's the higher salary/benefit package cost manager position to lower tier worker position ratio on these layoffs? Any Director positions being eliminated or are they going to maintain the "top heavy" theme at the city building? Any departments being consolidated with others and additional job responsibilities being delegated to those who remain? Anyone heard what Gilleland's plans are for this to happen or is she in a "protection mode" for some?

I pray that some of our City Council members will insist upon learning the whole truth regarding the layoff of some employees by the City of Middletown.

Then Huiett's job is being eliminated but not Huiett himself. He will be retained in a new job capacity with his salary being paid for out of the HUD fund, not the city coffers. (if this is true)

If Gilleland is trying to reduce positions in the city government to save costs, why is there a new position being created by the Community Revitalization Director? How can we be reducing the size of city government and have the Comm. Revit. Director creating a new job at the same time? It's either reduce or create new, but can't be both.

If Batten's job ends December 31st, why is the Comm. Revit. Director seeking a replacement with res. construction and rehab expertise, when the balance of tasks now handled by Batten will be taken over by Huiett? If the majority of Batten's tasks will be handled, why is there a need to find a person to fill the MINORITY of Batten's tasks? Can't that be taken care of by a part timer with a reduced salary and no benefits package to pay for by the city?

Bottom line- while they're eliminating Huiett's position, they're still retaining Huiett, just shuffling him to a new position. While they're eliminating Batten, they are trying to find a replacement for Batten. Other than to one building inspector, where's the personel reduction? Where's the cost savings? Sounds like the old "shuffling the shells- guess which one the pea is under" game to me.

We, as taxpayers, are paying for a frikkin' DIVERSITY COORDINATOR!!!! Gilleland is always crying about no funds and being cash strapped and we have a da- DIVERSITY COORDINATOR!! And just how does one gain the skills to transfer from a Diversity Coordinator in the Community Revitalization Department (??) to the Law Department or Personnel Department, unless she is also an admin. and the job duties of her position are similar in each department, making her transfer easier to understand. Again, this is not downsizing- this, is just moving people around from place to place within the city building and telling the public that the city manager is "making the tough cuts". Bull manure! IF TRUE , Gilleland is running a "smokin' guns"/deception routine on us. Man, she's gotta go!

God, grant senior City of Middletown staff accountability, honesty and compassion.  May each of these officials know how their actions/inaction affects the lives of good, hard-working citizens.

OK Nelson- for clarification because I work in the private sector- Question- Are these two new positions government paid HUD salaries, or is Fuchs/Huiett's salaries coming out of the city budget? Who then, is Fuchs and Huiett's manager? Is it a city person or is it a government person who watches what they do and who evaluates their performance? Did the city manager appoint these positions or did a government rep.? If these are fed government jobs, and if a city rep (city manager?) does the appointing, how does that work where the city gets involved with fed positions? Thanks in advance.

Hi Nelson! Good Lord, they're coming out of the woodwork!!!!! Now, who is Larry Tuttle and what exactly does a "Chief Building Official" do on a day to day basis? How many big shots do we need to manage such a small number of people in one department? This sounds as top heavy as the Public Works department was when I was given the breakout at the Streets Repair Committee meetings. Geez Nelson- how many layers of management does this little HUD program have in our fair city? Seems like every time personel are discussed, we delve deeper into more layers. This is a perfect place to start cutting high salary positions for Gilleland........ MIDDLE MANAGEMENT Wish I could audit and observe the day to day activities of some of these middle managers. Also wish I had the power to cut the repetitive papershuffling positions in the city building also. Bet we could find some deadwood to cut. You certainly can in large corporations in the private industry.

I hope it's ok if i chime in. Larry Tuttle took over when the previous Chief Building Official retired a year ago. Before this he was one of the inspectors. That department (or division, not sure which) has been steadily shrinking for a few years. Originally there was 1 CBO, 3 inspectors, and 3 office support people. There is now just Larry the CBO, 2 inspectors, and 1 office person. Next year, due to the layoffs it will be just Larry and the office person, along with whatever that redefined position is.

Regarding what Viet said about the top heavy bit, in this instance I think there is some reason to have a CBO, but I'm not sure what it is. It might be something to do with demolishing buildings, but that's only a guess. Also, the less work there is for a department, the more grunt work the head of the department has to do as they get rid of the underlings. The remaining secretary can't inspect a building, but the inspector, or in this case the CBO, can type his own letters and answer phones as well as do inspections. And as you guys have discussed in other forums, at some point, the departments can get absorbed or discontinued, and the work they do gets farmed out. I think that's probably what may happen, if these layoffs keep going next year.

I think this would apply to any business...the less money there is to justify keeping an employee, the more the boss or owner has to do in order to keep the doors open.

We are all expendable, but job security tends to flow uphill, instead of down. Farm out all of the departments; and last one out turn off the lights.

Since the HUD Consolidated Planning Committee was abolished by Ginger Smith, Doug Adkins and Judy Gilleland, the general public has no real access to what is going on behind the scenes in the Community Revitalization Department.  Mr. Adkins has already pointed out that he has plenty of oversight from HUD - Columbus Field Office and Miss Gilleland.  I know better!
