Caleb Spivey and a 17-year-old friend were playing in the river after fishing behind the Waste Water Treatment Plant on Old Oxford State Road at about 6:30 p.m. when officials say Spivey was caught by the current. Is there a low dam at the site? Those are very dangerous.
