Richard, when I have questioned the hiring in the past by the city (and schools), it was explained to me that the announcements were to replace a retiring/voluntary quit/fired employee. This is probably the case here. While we are on the subject of laying off and hiring, would like to see a list of the positions that Gilleland said were reduced and what she did to cover the job responsibilities from the position that was done away with.......or, hasn't this actually been done as yet and are we getting more lip service from her. Dunno. Occasionally, we hear information about a recent hire in the city hierarchy that was not announced. We end up with Director's assistants and intermediate manager positions (glorified paper pushers/information passers) with healthy salaries/bennies and ask "why do we need these positions?" Has happened in the past. They may send people out the front door to make it look like they are downsizing, but it looks like they come in the back door too. Have no fear, Gilleland and crew will probably give the position to a "friend of the city". Keepin' it "All In The Family".
