My wife and I were wondering about that since we haven't used ANY water at our house yet since we are still renovating... put still have to pay 40 bucks a mth no matter if we use water or not. We still pay the sewer even if we aren't using any water... or have to pay for RAIN WATER. So where the hell is all this money? I even called the water dept, and they didn't have an answer. So what if we paied in all this money, moved away, and still had no new sewer? All that money we had to pay in would be gone :(]]>
