When will City Council speak out and tell the City Manager to stop her procedural "smoke and mirrors" maneuvers ??

Hermes- this might be an interesting question to ask Council and, specifically, Gilleland at the council meeting tonight. 1. Ordinance No. O2010-01, an ordinance creating the position of Special projects Manager in the Middletown Municipal Court and declaring an emergency.
 
 
Anyone have any idea what a Special Projects Manager is ?? And why the city needs one ? And why is it so important it's an emergency ?
 
Sounds like more bureaucratic bull to me. Another flunky on the payroll.
