All vacancies in the position of City Council members chosen “by ward” <strong><EM><FONT color=#ff0000><U>shall</U></FONT></EM></strong> be filled by the remaining City Council members with an elector who would be qualified to be chosen as a City Council member from the ward represented by the vacated seat.&nbsp;<strong><EM><FONT color=#ff0000> <FONT size=1>&#091;Emphasis added&#093;</FONT></FONT></EM></strong></FONT></P></BLOCKQUOTE><FONT face=Arial><FONT face=Arial><P><FONT size=2 face="Verdana, Arial, Helvetica, sans-serif">Mr. Armbruster was duly elected to serve as <strong><EM>THE Council Member from WARD 1</EM></strong> for a <strong><EM>defined FOUR-YEAR term ending December 31, 2013</EM></strong>. The abolition of “Ward representation” does NOT take effect until January 1, 2014. (Or, not at all if a referendum repealing that amendment to the charter is passed before that date.)</FONT></P><P><FONT size=2 face="Verdana, Arial, Helvetica, sans-serif">The temporary, appointed Ward 1 council person MUST be a <strong><EM>“qualified elector”</EM></strong> and a <strong><EM>Ward 1 resident</EM></strong> (and must have been one for a period of not less than one year.) Anyone choosing to be a candidate for this Ward 1 seat in “the next regular election” this coming November 2, 2010, must likewise be a <strong><EM>qualified elector</EM></strong> and a <strong><EM>Ward 1 resident</EM></strong> for at least one year.</FONT></P><P><FONT size=2 face="Verdana, Arial, Helvetica, sans-serif">Our charter is clear on this issue. Any attempt by any elected or appointed city official(s) to interpret the above otherwise would make them guilty of <strong><EM>GROSS MALFEASANCE</EM></strong> in office, and <strong><EM>I guarantee</EM></strong> you they will be the defendant in a legal action of some sort, even if I have to go it alone!!!</FONT></P></FONT></FONT></SPAN></DIV>]]>

Very diversified in his approach. He could be an MMF'er, a regular citizen or a critical thorn in the administrations side. He is multi-faceted in his opinions.  <br /><br />Both would be excellent reps for the 1st Ward.  <img src="http://www.middletownusa.com/forum/smileys/smiley20.gif" border="0" align="middle" /> ]]>
