Isn't (wasn't) admission for Sunset pool extremely low?  Germantown charges $5.50 per person at their pool.

Edit:

I don't think it would be unreasonable to charge $4.00 for kids, and $6.00 for adults to swim at Sunset, considering all the money  the people at the Splash Pad seemed to be giving away to the Hawaiian Ice man.
