These things do occour but i am wondering why&nbsp;at 5 WEEKS into the project&nbsp; we have to&nbsp;shut it down Our city seems more often than not&nbsp; to have very slow reaction time to detail {example maybe thats why emerg. leg is so often needed. No business coudl make it with slow and costly&nbsp; moves such like what&nbsp;we see&nbsp; our city management make.]]>
