State was a landmark case in Ohioconstitutional law in which the Ohio Supreme Court ruled that the state'smethod for funding public education was unconstitutional. And, contrary to some Dougie supporters, has aided the decline of educational achievement here as well.  Once again, "Give me the power and I'll make things happen" says Mr. Atkins.<br />]]>

It started with Middletown being a regional hub for basketball and sporting events, because MUM, MHS, and the new proposed Middletown Middle School would have close proximity, gyms could be within walking distance, creating flocks to witness massive sporting events. My goodness.....perhaps even a regional March Madness event!<br><br>Add to this&nbsp; the mystique, the attraction, and indeed, bravado, of Middletown having a regional college, a high school, and a middle school within close proximity. Imagine the national media coverage associated with this; three institutions have a close proximity to one another!<br><br>Today, the campaign shifts to its a "no brainer:, I mean, get with the program folks, for paying $55 Mm, you get 40 Mm in return, and only pay for 37 years on your depreciating asset in a depressed market, in a district stuck on going&nbsp; nowhere fast, watching paint dry, with a student population in decline,and all major businesses already leaving town after a 100 years in some cases, for better terrain. Sounds like a winner right? Those left behind jumping on board the "no brainer."<br><br>Well, it is a "no brainer.' For deserving your no vote.<br><br>Why?<br><br>CONSIDER THIS:<br><br>1) The Coleman Report is the most detailed report in history in education; its results? School buildings and fhsyical structures, have nothing to do with academic performance does. If your parents don't care, you are poor, you are unlikely to perform. Guess what folks; Middletown altered its demographics years ago. Its foundation is the type of student that would not do well on testing, nor go to college. So, its a no&nbsp; brainer to pay $55 Mm to pay for a building having no impact is just wrong and ignorant- you know that. You learned in Common Sense 101 years ago.<br><br>2) Evidence new buildings don't produce better results. Need data? New schools built at elementary level did not alter continuous improvement. Neither will this $55 Mm.<br><br>3) Middletown is losing businesses and residents. Why? Many reasons, but mainly because of city policies and reactionary mentality. What does that mean to you? The district needs a hook to attempt to capture more students through open enrollment, family and business movement into the city. But, it won't happen. Ohio realizes students do learn well online, and for about 50% of what it costs per student, Ohio funds an FTE (pupil cost), around $5500. When a school performance is also bad, in a district, like Middletown, the state also authorizes vouchers to be used in catholic or private institutions. The net result? The trend in decline continues; less students, less money, and $55 Mm doesn't off-set this fact.<br><br>4) The district now presents a weak argument you need air conditioning, and other comforts to inspire learning? Really? Many college students study all night for exams in dorms without a/c, and some of the best public schools in Ohio are also built in the early 1900's, without air conditioning. Does the city alter its policy when the parents can't pay their water bill for comfort, does Duke Energy avoid disconnect fees at 175.00? No, Middletown charges about 75.00, and for a new resident, a 200.00 deposit for water. They aren't concerned about the parent or student's comfort, but expect you to be? Here's the bottom line: a building has nothing to do with school performance. The problems are there if the socio-economic conditions are dire. A building in such circumstance doesn't even provide a "band-aid" effect for students.<br><br>CONCLUSION- <br><br>This is a 'no brainer" decision. Businesses have fled, upper income earners have fled, and you are left holding the fort down. You have been failed by the city, and many leaders. Spending $55 Mm will not raise scores, will not raise enrollment, an will not raise your property values. <br><br>Just say No. Use the education you were provided and think. This is a no brainer. &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; <br>]]>
