He discussed the currentHUD funding sources and&nbsp;<span style="line-height: 1.4;">the non HUD funding sources and explained that by leveragingall of these HUD and non-HUD funds in&nbsp;</span><span style="line-height: 1.4;">our neighborhoods provides the greatest impact for positivechange and healthy neighborhoods free&nbsp;</span><span style="line-height: 1.4;">of blighted, crime ridden and obsolete housing. He discussedthe reporting requirements of NSP,&nbsp;</span><span style="line-height: 1.4;">HOME and NSP3. Mr. Adkins discussed the HUD citizenparticipation requirements of the Consolidated&nbsp;</span><span style="line-height: 1.4;">Plan and Annual Action Plan including:</span></p><p ="Ms&#111;normal"><o:p></o:p></p><p ="Ms&#111;normal">– 30 Day Comment Period (Currently running from January 20through February 18, 2014).<o:p></o:p></p><p ="Ms&#111;normal">– All written comments (or oral at the public hearing) mustbe addressed in the final submitted plan.<o:p></o:p></p><p ="Ms&#111;normal">– Copies of the plan were placed at the library, seniorcenter, Community Revitalization Department,<o:p></o:p></p><p ="Ms&#111;normal">&nbsp;&nbsp;&nbsp; and on the City’swebsite.<o:p></o:p></p><p ="Ms&#111;normal">• Public Hearings<o:p></o:p></p><p ="Ms&#111;normal">– Two required per year and must be at different times.<o:p></o:p></p><p ="Ms&#111;normal">This is the 1st hearing. The 2nd is completed with the CAPER(around June)<o:p></o:p></p><p ="Ms&#111;normal">Mr. Adkins discussed the Consolidated Plan Strategies of:<o:p></o:p></p><p ="Ms&#111;normal">• Affordable Housing<o:p></o:p></p><p ="Ms&#111;normal">To retain safe and affordable housing for low and moderateincome households by providing:<o:p></o:p></p><p ="Ms&#111;normal">&nbsp;- Emergency RepairHousing Assistance<o:p></o:p></p><p ="Ms&#111;normal">&nbsp;- Home OwnershipAssistance (down payment assistance / HOME)<o:p></o:p></p><p ="Ms&#111;normal">&nbsp;- Residential &amp;Commercial Code Enforcement<o:p></o:p></p><p ="Ms&#111;normal">• Homeless Needs<o:p></o:p></p><p ="Ms&#111;normal">To provide technical assistance and coordinate regionalefforts that improve the delivery of services to<o:p></o:p></p><p ="Ms&#111;normal">homeless and those “at risk” of homelessness.<o:p></o:p></p><p ="Ms&#111;normal">– Homeless Services - To provide assistance for at riskhomeless and to assist chronic homeless with<o:p></o:p></p><p ="Ms&#111;normal">shelter and appropriate services.<o:p></o:p></p><p ="Ms&#111;normal">• Community Development<o:p></o:p></p><p ="Ms&#111;normal">Establish healthy neighborhoods by providing services andfacilities that meet community needs by<o:p></o:p></p><p ="Ms&#111;normal">providing:<o:p></o:p></p><p ="Ms&#111;normal">– Clearance and Demolition Activities<o:p></o:p></p><p ="Ms&#111;normal">– Public Services<o:p></o:p></p><p ="Ms&#111;normal">– Infrastructure (streets and sidewalks)<o:p></o:p></p><p ="Ms&#111;normal">– Public Safety Improvements<o:p></o:p></p><p ="Ms&#111;normal">– Fair Housing Activities<o:p></o:p></p><p ="Ms&#111;normal">– Continue focusing on our target neighborhoods. Activitiesfor the year include:<o:p></o:p></p><p ="Ms&#111;normal">– Emergency Repair Services (PWC)<o:p></o:p></p><p ="Ms&#111;normal">– Public Services<o:p></o:p></p><p ="Ms&#111;normal">– Street Paving<o:p></o:p></p><p ="Ms&#111;normal">– Code Enforcement<o:p></o:p></p><p ="Ms&#111;normal">Mr. Adkins presented the 2014 Annual Action Plan CDBG Budget<o:p></o:p></p><p ="Ms&#111;normal">Emergency Repair Assistance - $50,000<o:p></o:p></p><p ="Ms&#111;normal">Rehab Program Delivery - $15,000<o:p></o:p></p><p ="Ms&#111;normal">Fair Housing (H.O.M.E.) - $5,000<o:p></o:p></p><p ="Ms&#111;normal">Legal Aid of <st1:place w:st="&#111;n">Southwest Ohio</st1:place>,LLC - $10,000<o:p></o:p></p><p ="Ms&#111;normal">Street Paving - $250,000<o:p></o:p></p><p ="Ms&#111;normal">Code Enforcement - $207,654<o:p></o:p></p><p ="Ms&#111;normal">Administration - $128,163<o:p></o:p></p><p ="Ms&#111;normal">(Estimated) TOTAL =$665,817<o:p></o:p></p><p ="Ms&#111;normal">Mr. Adkins discussed fair housing including:<o:p></o:p></p><p ="Ms&#111;normal">– Housing Opportunities Made Equal (H.O.M.E.) investigatesviolations of fair housing, educates&nbsp;<span style="line-height: 1.4;">realtors and landlords on the law, and distributes fairhousing information to organizations in the area.</span></p><p ="Ms&#111;normal"><o:p></o:p></p><p ="Ms&#111;normal">– Legal Aid Society of <st1:place w:st="&#111;n">Southwest Ohio</st1:place>,LLC. provides legal representation for tenant/landlord disputes,&nbsp;<span style="line-height: 1.4;">represents clients with any violations of fair housing laws,and assists clients with foreclosure&nbsp;</span><span style="line-height: 1.4;">prevention.</span></p><p ="Ms&#111;normal"><o:p></o:p></p><p ="Ms&#111;normal">– Analysis of Impediments to Fair Housing (AI) is a documentcreated to detail all fair housing issues in<o:p></o:p></p><p ="Ms&#111;normal">the City and possible solutions to those issues. It wascreated jointly with <st1:place w:st="&#111;n"><st1:placename w:st="&#111;n">Butler</st1:placename> <st1:place w:st="&#111;n">County</st1:place></st1:place> in 2010. The<o:p></o:p></p><p ="Ms&#111;normal">City established an action plan to alleviate theseimpediments. One of the tools used relies on the nonprofits<o:p></o:p></p><p ="Ms&#111;normal">H.O.M.E. and Legal Aid to educate, investigate, and providelegal representation where&nbsp;<span style="line-height: 1.4;">applicable when fair housing violations occur to ensure theydon’t happen again.</span></p><p ="Ms&#111;normal"><o:p></o:p></p><p ="Ms&#111;normal">Mr. Adkins explained the estimated PY 2014 Funding andreported that all budgeted activities in the&nbsp;<span style="line-height: 1.4;">Action Plan are based on estimated funding consistent withthe amount received in PY2013 of&nbsp;</span><span style="line-height: 1.4;">$665,817.The grant amount awarded may change depending onthe dollar amount appropriated by&nbsp;</span><span style="line-height: 1.4;">Congress as well as the formula amount based on the 2010Census data. Budget adjustments to the&nbsp;</span><span style="line-height: 1.4;">activities will occur if the award amount is less thanestimated. Any adjustment of more than 50% to&nbsp;</span><span style="line-height: 1.4;">an activity requires a substantial amendment to the Action Plan,30 day comment period, and Council&nbsp;</span><span style="line-height: 1.4;">approval.</span></p><p ="Ms&#111;normal"><o:p></o:p></p><p ="Ms&#111;normal">Mayor Mulligan opened the public hearing at 5:38 and calledfor those who would like to speak in&nbsp;<span style="line-height: 1.4;">opposition to the plan; hearing none he called forproponents of the plan to speak; hearing none he&nbsp;</span><span style="line-height: 1.4;">declared the public hearing closed at 5:39 p.m.</span></p>]]>
