Could this be the $50,000 (fromMiddletown taxpayer funds) that DMI receives annually?  How could thesource possibly be a grant?</p><p align="left" style="margin-bottom: 0in; line-height: 150%">Expendituresand Encumbrances total $55,000.  Wonder who will be the recipient ofthese “grant” funds!!!! And do they know that it’s really onlya loan?  And do they know that when they “repay” it the moneywill be “recycled” into the UDAG fund which is a grant fund (andby definition does not loan money)?  Are you confused yet?  Hasanyone really repaid any money received from UDAG funds?  …..   Anyvolunteers?</p>]]>

The 2018 annualappropriations usually passed by City Council in December 2017 may not exceed theseestimated resources. The objective, therefore, is to be realistic in these resourceprojections. If necessary, these estimated resources can be amended in writing during the2018 calendar year by the Finance Department. This would be necessary if revenues areunderestimated in this budget, or if expected revenues are not received.2) A City's annual tax budget also supports the need for its annual property tax levy.<b><font color="#ff00ff">The current levy of 6.90 mills (1.0 mill for the Senior Citizens Levy) will be requested for2018.</font></b>The assumptions made in projecting the 2018 revenues and expenditures in this taxbudget were:1) Revenues in all funds agree with the most recent Financial Plan. <b><font color="#ff00ff">The General Fundrevenues projected for 2018 are projected with a 1% decrease and expenditures projectedwith 2% increase.</font></b>2018 Tax Budget22) All 2018 operational costs agree with the most recent Financial Plan.4) The 2018 debt service costs are at actual levels based upon debt repaymentschedules already set. Capital improvement expenditures are from the five-year capitalimprovements plan.5) These estimates are based on the current knowledge of the revenue stream and thecurrent expenditures.ALTERNATIVESThere are no alternatives. The “explanation”offered by Mr Adkins on his own blog on CityofMiddletown.org lookslike a Dougie duck which might better be described as an albatross. There are authorized to be appropriated tocarry out this section $225,000,000 for fiscal year 1988, and$225,000,000 for fiscal year 1989.   Any amount appropriated underthis subsection shall remain available until expended.’</font><br><br><font color="#ff0000">Wehave been loaning and recycling that fund since 1989.</font><font color="#000000" style="color: rgb0, 0, 0;"> DMI (DowntownMiddletown Inc.) currently oversees the receipt of applications andthe distribution of funding for façade grants. To date it has beenused for downtown façade renovations. The thought was to utilize thegrants in a small area to make a noticeable difference in storefrontappearance. We have temporarily suspended the program for 2017 andare looking at future uses for th</font><font color="#000000" style="color: rgb0, 0, 0;">e</font><font color="#000000" style="color: rgb0, 0, 0;">remainingfunds, including opening the program up to some other dedicated areaoutside of downtown.”</font></font></p><p align="left" style="margin-bottom: 0in; line-height: 150%"><br></p><p align="left" style="margin-bottom: 0in; line-height: 150%">Notethat what he describes as a <font color="#ff0000">REIMBURSABLE grant</font> for exterior repairsto store fronts is paid for through a HUD program called UDAG (UrbanDevelopment Action Grant).  It is NOT A LOAN to property owners ofstore fronts which will be paid back to the city.  <font color="#ff0000">That’s why itscalled a grant not a loan. How does the word reimbursable apply to agrant? None of the money handed out to the downtown property ownersfor facade grants has been (or ever will be) repaid to the city.  Sohow can this be called recycled?</font></p><p align="center" style="margin-bottom: 0in; line-height: 150%"><br></p><p align="left" style="margin-bottom: 0in; line-height: 150%">Themillions of dollars that HUD set aside for UDAG WAS FOR THE ENTIRECOUNTRY not for just Middletown! And that was in 1988-89!!!!  Thosefunds were only available until expended.  It was a one timeopportunity and Mr Adkins said “to date it has been used fordowntown facade renovations (originally for the area where the mallroof was removed).  We don’t know what $ amount Middletown propertyowners received to set back and replace the store fronts (whichproperty owners had been forced to move out into the mall), and wedon’t know what $ amount (from what grant) was received for tearingoff the mall roof.  </p><p align="left" style="margin-bottom: 0in; line-height: 150%"><br></p><p align="left" style="margin-bottom: 0in; line-height: 150%">Therewas $13 million in bonds and/or loans taken out by the city for themall roof removal. Was that $13 million paid off when the governmentfunds for that were received???  Isn’t it a Federal Offense to usefederal funds for anything other than their designated purpose??? Only time that we were involved was when we were "re-located" from a very successful location on Verity to the then new S University Blvd. I think that my father did the community and neighborhood proud with that project which opened in 1972.<br /><br />After the mall de-construction(with honestly no follow-up plan), the area began it's slow and very expensive revival. City admin pretty much forgot about the rest of the community to nurse their new baby along. No coincidence that almost all other shopping areas pretty much withered and died except for the far east and west borders. White collar job losses, factory closings(also upper blue collar job losses) factored heavily also(understatement). Schools closed and consolidated and our neighborhood concept was gone.<br /><br />It is good to finally see Admin(under Mr.A) at least talk about cutting back on the former downtown area obsession/compulsion, though the damage has long been done. <br /><br />We only hope for the new generation wanting to make this area their home to understand the necessity to involve and include all neighborhoods and everyone. We must all respect and support each other.<br /><br />This all goes FAR beyond 2015 and a few small niche businesses in a two-block radius. And yes it does bother me to be viewed by so many as a negative force in the community. Truth is often painful for most everyone.]]>
