Dear Miss Vivian - The former Community Development Administrator provided monthly reports to the now-defunct HUD Consolidated Planning Committee and Middletown Journal including:
1. downpayment/closing cost assistance loans;
2. owner-occupied housing rehabilitation loans;
3. PWC minor housing rehabilitation grants for the very low-income homeowners; and,
4. detailed financial statements pertaining to the CDBG and HOME Programs funding.
I am told that the new Community Revitalization Director does not do any of these things because they are closely monitored by the City Manager and HUD.
We can sleep at night now since there's so much oversight? NOT!

Funny how we have all these programs that are supposed to help but they don't actually seem to work.
Government can't run programs because they don't have any experience in common sense business decision making and there is a high preponderence of graft and theft in office. |

HOW WERE A LARGE PERCENTAGE OF HUD "HOME INVESTMENT PARTNERSHIPS PROGRAM FUNDS SPENT BY THE CITY OF MIDDLETOWN (2000-2006)??
Not only did the planners spearhead the quadrupling of Section 8 units from 2000 to 2006, a sizable amount of HOME Program funds were spent for subsidized rental housing projects. You can see the results of this strategy(?) on Curtis Street, etc., etc. Very few people knew that this was taking place. And, nobody who was involved wants to utter one single word now!

HUD Neighborhood Stabilization Program (NSP): Status of City of Middletown's Promised Revised Program Activities & Intent to Apply for 2nd Round of NSP Funds?? I haven't read or heard anything about the City of Middletown's intent to apply for this new round of NSP funds. Applications are due July 17th and $1.93 billion is allocated for distribution.
Also, the promised "Market-Based" revision to Middletown's round one NSP application has not been presented by Doug Adkins. He told City Council that he would present a revised plan in 90 days back in February. You will recall that three or four City Council members objected to municipal government being involved in the real estate business last January.
Of course, they approved the proposed NSP program activities last November prior to the submission of the application to HUD. What is going on? The new NSP funding is a unique opportunity to bolster the highly successful down payment/closing cost assistance program and overall home ownership promotion in Middletown that I launched about one year before my demise!

HUD Lead Hazard Control Grants Available - Will City of Middletown Apply?? $117 Million in grants are being offered to state and local governments through HUD’s Lead-Based Paint Hazard Control and Lead Hazard Reduction Demonstration Programs. Applicants for this funding may be state, tribal or local governments. The deadline for applying for a grant is July 20. See Federal Register, 5/22/09 or contact Warren Friedman, HUD, 202-402-7574. Last week’s monitoring review of the city of Middletown’s administration of the federally-funded Community Development Block Grant programs yielded two possible findings. According to Doug Adkins, community revitalization director, the monitoring review was limited to the 2007 program year as well as a limited review of 2008. A final report will be issued by the U.S. Department of Housing and Urban Development within the next 30 days. Adkins said the HUD representatives review of the financial management and internal controls indicated that “all transactions for the period were allowable and there were no concerns about our financial management.” Of the potential findings in the financial review, a report that is now filed electronically, must also be filed in a paper form as required by the federal General Accounting Office. Adkins said a HUD representative told him that many other jurisdictions had quit submitting the paper report when the report was being filed electronically. He said HUD will ask the city to submit paper reports for the past 12 months and each month going forward. The other finding was that all interest accrued in the Revolving Loan Fund is to be sent back to HUD. The city had been submitting the net interest but HUD believes it should be receiving the gross interest. Adkins said HUD is reviewing the matter to determine who is correct. Adkins said the HUD representatives told him that there were no issues that would require the federal agency to return to Middletown for a monitoring review next year. He said that Middletown would be going back to a normal review cycle of once every five years. |

WHY DIDN'T HUD DO A MONITORING REVIEW OF THE CITY OF MIDDLETOWN FOR YEARS 2004, 2005, 2006 & 2008??
It seems odd that HUD's monitoring review undertaken during the latter part of last week did not include years 2004, 2005, 2006 and 2008? To spend their time only on 2007 seems very odd?
Don't worry about the above. I am pursuing all options available to me to continue to air the truth and to take issue with the whitewash. I am disappointed that the Middletown Journal has never printed one word about the volumes of information that I have provided to one of their employees.
Pacman, you are right that I have unrealistic expectations for the local print media to publish anything about what really went on at City Hall prior to my arrival. Maybe that is why HUD ignored 2004, 2005, 2006 and 2008?
To everyone else, this is an example how government agencies don't do their jobs and then conspire with municipalities in sweeping the mess under the rug.

Perhaps the next step is to gather all of the data that you have posted on this site, make an appointment with the head of the HUD office in Columbus and present your case to them. If no action from them, involve the Governor's office. Gotta be someone who will listen and investigate this information. If the state won't act on this, perhaps the Fed level will. Can't stop. This city needs to be reported and action needs to be taken against the overseers of this program, be it at the state or the federal level.

HUD is a federal Program wouldn't it be a Federal issue. The problem with going to the OIG is once they rule their ruling is final with no appeals, no reopening the case etc., from the way I read it on their web site. You need an investigative reporter, which the MJ does not have. You need to gather your docs and go to a bigger news agency and see if they are interested.

In my earlier posting forgot to include 2003 as corrected above.
The HUD Columbus Field Office never was interested in hearing what I had to say. They hadn't been here in over six years and would appear derelict in the oversight of HUD-funded activities in Middletown.
On the other hand, the HUD Office of the Inspector General (hopefully) will turn out to be a different story. Impala SS, your suggestion about Forbes is a great one.
The cast of characters at City and the three members of the City Council who know the truth have not seen the last of me God willing.

Thanks so much AKBobby! It's reassuring when participants on this blog are supportive. When I moved here from Hot Springs, Arkansas in late December 2006 to assume the position of Community Development Administrator, I had no idea the number of problems and challenges before me. In the preceding years (2006 and before) HUD funds were NOT managed terribly well by City as the citizens of Middletown were told all is well. One example of this is the quadrupling of Section 8 Housing Choice Vouchers. Others are the FHA Dollar Home plus the Housing Rehabilitation Revolving Loan Fund fiascos.
In retrospect, the three City Council members who were well informed about the waste and ineffeciency only cared about the removal of a city department head that they (and still) do despise. I now know that there interest in HUD-funded programs was secondary to the departure of the Kommandant. This is one example where I was very naive in my thinking.
Thank you once again and God bless. The City of Middletown has not seen the last of me yet despite the recent HUD Monitoring Review cover-up.

Smokey- If you get that far in your presentation of data to the authorities, don't forget to mention the three Councilmembers ( and selected employees of the city) who had knowledge of these events of waste and inefficiency. Might ask how one could place them in a situation where malfeasance in office may have occurred with the administration of this program and what one could do about that in a legal sense. I don't know, maybe it's just me, but I just like to see the "high rollers" sweat a little once in a while when their little world comes tumbling down. Like milk, it does a body good.

Here's some more food for thought regarding the HUD Office of the Inspector General for Audit.
Ms. Burns -
The daughter and husband of a senior staff member for the Community Revitalization Department received HUD down payment/closing cost assistance from the City of Middletown, Ohio in violation of HUD Conflict of Interest provisions.
This staff member was a major participant in all program planning, budgetary and policy meetings of this department. Both this staff member and the first Director of Community Revitalization were apprised of this situation.
I am concerned that the upcoming monitoring may overlook this issue.

Burns is from the state level? If so, next stop- federal level to report the state level inaction on the part of Burns. Take no prisoners. We owe these government slags nothing if they don't follow the rules and don't follow through correctly. You gave her a chance and she made the wrong choice by ignoring it. Now, you take her along for the incrimination ride to the feds. Perhaps it's about time to call the Dayton and Cincy TV stations to see if there is interest in this. Bringing this into the public spotlight and finding someone at the fed level to listen may (or may not) force the city to find some integrity and lose the backdoor secrecy stuff. OR- maybe they just don't care!

Jennifer Burns works for the HUD Office of the Inspector General for Audit in Washington, D.C. I have voiced many, many concerns to her as well as the staff of the HUD Columbus Field Office. In addition, much of this information was provided to the Middletown Journal.

Looks like no one to date wants to stand up and do the right thing by investigating this city as it relates to HUD. Guess it's easier to gloss over these issues than it is to do a thorough job of investigating the allegations for Burns and the Atty. Gen of Ohio. You know the Journal isn't going to start anything. They're scared of their own shadow and are intimidated by the leaders of this town. Forget them for any kind of relevant investigative reporting. How have the Dayton and Cincy TV stations reacted? Any interested at all? Channel 5 in Cincy always calls me for an interview whenever it's levy time in the old Middletown schools, to give them an opposing view of the levy support.

What really surprises me is that the Journal will not publish or investigate anything. You know they have to be hurting with as many newspapers that keep going under. I like many people just read it on line for free. They would have a lot bigger following and respect from the community if they would just step across the line and report on what is really going on. I would like to know why they are afraid to report what is going on downtown.

Is it true that a certain MJ reporter and their boss have tons of information detailing waste and mismanagement of HUD funds? Is it also true that I had high hopes that the MJ would publish an expose of this cover-up as promised?
Sad to say, nary a word regarding the above was ever printed. I was told by many people not to hold my breath that the local beacon of truth would do the right thing. I plead guilty in hoping that the citizens of Middletown would find out what was going on at City Hall.

Pac- Same with us on the Journal phone calls. They asked one time why we stopped and we told them that it is not the same newspaper it was 10-20 years ago. Lost it's hometown flavor and objective reporting. It's just not worth the money outlay anymore.
