Everyone should watch the Council Meeting of March 17, 2009.  In particular pay attention to Council Comments and Marconi's comments.

When your City leaders are not aware of the problems and don't know what the problems and don't even want to acknowledge that there are problems that creates a problem for all of us.  Once again Marconi wants to compare Hamilton to Middletown when it comes to Government supported housing, the problem is Marconi has only part of the story.  His list is a bit shorter than the actual number of Government assisted housing units that Middletown has.
 
From my point of view I could care less what Hamilton has, I don't live in Hamilton and could care less what they do or have or don't have.
 
Marconi states Middletown has 2100 Subsidized Units and Hamilton has 2000.  Gilleland states Middletown has 3600 Units while Hamilton has 1800.  Then Marconi and the City Manage have a little my list is big than your list and Marconi looses that one, as the City Manager is correct in her numbers.  Next Marconi admits that he doesn't know what the correct number is.  Now you would think after 18-24 months of working on this issue and the fact that Marconi keeps Hammering into everyone that they are the Housing Authority he would know what the hell he is talking about and know the number of subsidized housing Units in Middletown, which he so often lets us know he oversees.
 
3600+ subsidized housing units 500+ people on a waiting list for Subsidized housing, 22+% poverty, this is a significant Socio-economic imbalance problem in Middletown that is directly adversely affecting the City, The Businesses, The School System and every other function of the City.
 
The sooner the leaders in Middletown realize this and start  aggressively tackling the problem the sooner we can hopefully be on the mend.  It is time for the head in the sand group to move aside.
 
 
Marconi's comments start at 55 minutes into this video.
 
Another note is seems the Journal was not being its usual Rah rah City self and took a few on the Chin here good for them.  One of the Council Members mentions that Ed wasn't there for a meeting as if Ed gives the city the constant pat on the back rather than doing some looking under the carpet and in the closets for some facts.  is that so ED are you the Council's friendly mouthpiece?

If I hear the "FIVE YEAR PLAN" one more time I think I will go crazy.
Are you telling me if a plan or project isn't working that you can't change it just because that's the way it is written on the stone tablets kown as the "FIVE YEAR PLAN"?
That not once over the past five years has any of the council people questioned the sudden increase in Section 8 housing simply because it was approved in the five year plan?
I think the gentleman from CONSOC has been reading this blog...he didn't seem very happy with the subject to reduce Section 8 here in Middletown...
We need to keep this issue before Council so they will discuss this important issue before the election in November.

Money,money and more money. No one seems to get it. Section 8 is about money and council is not going to shut down or reduce that form of income. What needs to be done is some research on "who owns what" in Middletown. The last time I checked some LLC owned a large percentage of section 8 houses & rentals,what I couldn't find was who owns the LLC. Harry Finkelmans' office was overseeing a lot of this. Track the money and you'll find out why Middletown is a section 8 city.

An interesting read as to why Middletown has so much Public Assisted housing.  it appears that the City and its Housing Authority basically agreed to much of what has happened.  They agreed to continue with developing the low to loderate housing while the rest of the county was concentrating on the higher income housing.  Basically Middletowns leaders have sold out the city at the expense of its citizens and Middletowns future.  Middletown should have a seat on Butler metropolitan Housing as Middletown has a consdierale amount of  Butler Countys housing.  If they refuse a way should be found to do away with Butler Countys Public Housing in Middletwn.

According to this study Butler County had 52 people on their Section 8 waiting list with an average wait of 48 days.  Waiting time varies though due to the number of bedrooms you are waiting for.  In this study Butler County had 960 Vouchers.
 
Now the question begs to be asked why does Middletown with 1662 Section 8 Vouchers have a waiting list of 500 people/families according to Schiavone and Marconi.  Even with significantly more vouchers and if you cut the average wait time by 4/5's to 10 days, that is a 5000 day wait for the person or family at number 500.  WHY HAVE A WAITING LIST OF 500 PEOPLE FOR SECTION 8?  What is the purpose of such a large waiting list?  All you are doing is driving more and more poor families into Middletown many with no hope of even getting a Voucher for years, if ever.
 
The more I read about Middletown and Secton 8 the less I understand how the City and its Leaders could get themselves into this mess, as much of it goes against any sound financial sense or even commonsense.

Pacman--this has been a cash cow for city admin and the planning dept.
Pays salaries for those buried within vague job descriptions.
Also has been a great source of grant $$ used towards the high-end homes of the S.Main St.historical district and various failed downtown(only the Main St/western Central Ave.area) projects. Everyone remember new expensive doorfronts/entryways for the still vacant properties?
 
Council and admin has repeatedly dodged and danced around a full history/explanation of how this all transpired over the years, and the admin's intertwined relationship with CONSOC. Maybe they didn't want to change Section 8 administrators because of what would be discovered by a new vendor un-raveling the mess and establishing a new control string(which would force property owners to also deal with a new operaing entity).
 
Just another sticky mess authored/co-ordinated by Mr.Kohler,Planning Dept., admin and Council. Just where does this Section 9 approach fit into the current FIVE YEAR PLAN?
 
When will Council/Admin FINALLY sit Mr.Kohler down for a full explanation/diagram of the Section 8 history, the abnormal growth pattern, the funding maze, and the inter-relationship between CONSOC/Admin and Council?
 
Mr.Mayor--this situation hardly works towards "the greater good of the majority of our coitizens", and is a lead weight anchor on our school system, heath dept.services and public safety dept.
 
Also--who actually believes there to be a difference between Middletown Moving Forward and Moving Middletown Forward? Could anyone trace just where this alleged document originated, who brought it into where for printing, who was to pay for the printing, and to whom this document was to be distributed?
 
Too many weird stories and un-connected ends to it all, imo.
Nothing new.
VERY disappointed in the new chosen direction of our city manager.

Not many people know that the City spent a considerable amount of CDBG and HOME Programs funds to financially subsidize low-income rental housing projects in the first part of the of the past decade.  It might be interesting to ask for an accounting of these City allocations of HUD funds for the Doty House Project, Curtis Street Project, Woodland Manor Apartments, etc.  And, there may very well be others that I'm not aware of.
 
In addition to the above, nearly $500,000 of CDBG funds were used from 2003 to 2005 to bail out the Middletown Consolidated School Department in demolishing the old Amanda School plus the Maple Park School buidlings.  I thought that the MiddletownUSA readers might want to know about this.
