HUD Neighborhood Stabilization Program - Round 2

It was learned today from reliable City of Middletown sources that HUD shortly will announce approvals for their $1,900,000,000 Neighborhood Stabilization Program - Round Two (NSP-2).
 
In mid-July of 2009 the City of MIddletown staff and their Illinois-based consultant submitted an application for $26 Million of NSP-2 monies.  The funding request included $19 Million for Middletown with the balance for Bulter County plus the City of Hamilton.
 
Does anyone know if the application was approved or rejected?  Also, does anyone have a City Council approved line item budget and schedule of activities for the Community Revitalization Department $19 million grant request?

I don't believe the announment has been made yet. It should be coming soon, I would expect, as Columbus received its award announment yesterday.

1)  How much was paid by the Community Revitalization Department to the consultant who helped prepare the unsuccessful NSP-2 grant application?

2)  How much is being paid by the Community Revitalization Department to the consultant that is helping prepare the HUD-required Five-Year Consolidated Plan?
 
3)  How much has been spent by the Community Revitalization Department for consultant services since November of 2008?
 
NOTE:  Prior to November of 2008 it's my understanding that Consultants were not needed to assist City staff in preparing grant applications or annua/multi-year HUD plans.  What is different now since current staff receives much larger annual salaries than what was the case before 2009?

I have not done any research on how the decisions were made, but it seems like Middletown requested too much. The city requested more than all of Toledo received.
 
When Hamilton only requested $3 million and Middletown came out with $19 million, we might have wondered.

Since the City now won't have NSP-2 funds available to abate asbestos and demolish the Strand Theater that it recently purchased for $1.00, where will the money come from?  NOTE:  the NSP-2 activity was designed by HUD to assist communities impacted by vacant, foreclosed homes.  It never was intended to be a Downtown Urban Removal endeavor.
 
What about the grandiose plans that Community Revitalization Department staff boasted about when the City of Middletown was declared a 54% low- to moderate-income municipality?  And, where will the money come from now to help the 2,300 elderly, disabled, unemployed and otherwise financially-strapped home owners to make property improvements because of the much ballyhooed Housing Code Enforcement blitzkrieg?
 
We'd like to know what happens now senior City staff?

Nelson, the city should double down on the Section 8 vouchers and increase the number of vouchers to 3324.  Hell that seems to be the only thing they are any good at when it comes to increasing revenues to pay city employees, increase the Section 8 Vouchers and lets kill off the city and get it over with.  Might as well totally destroy the city, no sense in doing it half-assed.  While you're at it give Adkins another hefty raise.
 
Tax revenues are down we should definitely increase the poverty sector in Middletown and further decrease the revenues in Middletown.  We wouldn't want to do anything that would bring in any tax paying Middle class citizens would we?  You know the ones that have some disposable income and might buy a house in the $200K+ range.
 
Hey Middletown City Council and admin can we hit at least 30% poverty level before the 2010 census is completed.  Might as well drive out the remaining businesses in Middletown before the year is out and lets make sure no new ones want to come to town, unless they are second hand stores, swap shops or thrift stores dealing in used clothes, etc. those seem to be Middletown's industry's of choice now.
 
Council you just make everyone so proud to say I am from Middletown.
 
Oh and council lets not forget to finish off the schools while you are at it with your decisions of destruction, a good 90% on reduced lunch ought to do the trick, see to that will you.

So, from where will the next cuts come???
 
My guess is that they plan to throw Corolus under the bus.  Why else would they have sent him out to take the heat on the Schiavonne gig.  Rus has nothing to do with personnel or hiring.  If anyone should have been commenting to The Journal on that fiasco, it should have been Gilleland.
 
The only high-level "outsider" left that they can cut is Corolus.
 
(Too bad, I like Rus on a personal level.)

My annual earnings as a City employee in 2007 and 2008 were $51,000+ and $53,000+ .  Maybe I should have "played the game" and not worked at cleansing waste and mismanagement from certain federal government grants.  Then, I could be making $90,000+/- per year like some.

Unfortunately Nelson being a "Yes" man in a government job usually pays off, even when you are trying to do the right thing and they don't want to know about it.

It must have taken all of The Journal's courage to take that velvet-gloved swipe at the court for Honest Dave's hiring.
And did ya notice how that paragon of free speech is not "accepting comments" on that particular editorial?  "No opinions on our opinions" might be good new trailer for The Journal masthead.

Yeah Mike I noticed "Free Speech" and the "right to know" only applies when it is in the Journal's interest.  The Journal/Cox censors many comments from their on-line site sometimes deleting and turning off comments when the heat gets to hot.
 
So when they squeal about "free speech" and "the right to know" I kind of chuckle and remember who the source is for the complaint and the censorship of the citizens.
