 MIDDLETOWN CITY COUNCIL AGENDA , September 3, 2013 It is the policy of the City of Middletown to make all public hearings and meetings accessible to all persons, in accordance with state and/or federal laws. 6. MOTION AGENDA

(a) To authorize the purchase through Camp Safety for equipment needed to upfit Middletown’s cruisers in the amount of $33, 992.80.

(b) To authorize a contract with Garland /DBS, of Cleveland, Ohio in the amount of $109,362 for the re-roofing of the blower building at the Waste Water Treatment Plant.

II. LEGISLATION

1. Resolution No. R2013-20, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2013. (Property Development Fund) (2nd Reading)

2. Resolution No. R2013-21, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2013. (UDAG) (2nd Reading)

3. Resolution No. R2012-22, a resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor and declaring an emergency.

4. Resolution No. R2012-23, an amended and restated resolution of the City Council of the City of Middletown, Butler and Warren Counties to continue the existing pickup of contributions to the Ohio Police and Fire Pension Fund (Police: Patrol Officers)and declaring an emergency.

5. Resolution No. R2012-24, an amended and restated resolution of the City Council of the City of Middletown, Butler and Warren Counties to continue the existing pickup of contributions to the Ohio Police and Fire Pension Fund (Police: Sergeants & Lieutenants)and declaring an emergency.

6. Resolution No. R2012-25, an amended and restated resolution of the City Council of the City of Middletown, Butler and Warren Counties to continue the existing pickup of contributions to the Ohio Police and Fire Pension Fund (Fire)and declaring an emergency.

7. Resolution No. R2013-26, a resolution to authorize the City Manager to submit an application to the Ohio Public Works Commission and declaring an emergency. (No action requested until September 17th)

8. Resolution No. R2013-27, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2013. (Nuisance Abatement) (1st Reading)

9. Resolution No. R2013-28, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2013. (General Fund) (1st Reading)

10. Ordinance No. O2013-45, an ordinance establishing a procedure for and authorizing a contract with Phoenix Safety Outfitters for the purchase of fire turnout gear. (1st Reading)

III. EXECUTIVE SESSION

Under the authority of O.R.C. 121.22 (G) (1) To consider the appointment, employment, or compensation of a public employee or official.

Got my application in for the Cemetery. My wife sent one in too. was told it will be reviewed in this session.

I drove by UDF and saw the fresh new aphalt in front of it and the stretch down by the Manchester. Took note the city is putting fresh new asphalt again on Min Street for the Mulligans, Kohler, Beam, and company. Saw Dr. Hermann is moving out of his custom home in Thornhill----crime too high, and wanting to sell while interest rates are low, and before he will lose 60% of what he paid in 10 years? Probably so.

How the hell is Main Street getting all the attention, even neighbors asking same questions, until they learn who lives on Main, and why $$$ being re-appropriated.

Disgraceful city, people sitting around and don't care. If this a "turn-around", a Renaissance downtown, the point of reference must be "cave man" period.

Better sell now while rates are low; next year is when inflation kicks in, fed quits pumping in $85 Bb monthly buying bonds, and you won't find a buyer around for 10 years. A grave yard.

Word on the street.....City Hall has received a responce from HUD but you can bet City Hall will not be sharing it with the public Tuesday evening.

The public needs to ask all council members if they have any investments in the downtown area before they vote this fall.
