COUNCIL COMMENTS

LEGISLATION

1. Ordinance No. O2015-13, an ordinance authorizing the City Manager to enter into a Cooperation Agreement to apply for membership in the Warren County Small Business Development Center. (2nd Reading)

2. Ordinance No. O2015-14, an ordinance creating the positions of Payroll Administrator in the unclassified service and Computer Technician in the classified service of the City of Middletown and establishing a pay range for said positions. (2nd Reading)

3. Ordinance No. O2015-16, an ordinance authorizing the transfer of City owned property to Wausau Paper Towel & Tissue, LLC, and declaring an emergency.

4. Ordinance No. O2015-17, an ordinance amending Section 286.01 (Tax Incentive Review Council – Establishment; Composition) of the Codified Ordinances, and declaring an emergency. (No action requested until March 17th.)

5. Ordinance No. O2015-18, an ordinance authorizing the release of money held for the Duke Energy–SW Ohio Development Fund Grant Program and declaring an emergency. (No action requested until March 17th.)

6. Ordinance No. O2015-19, an ordinance creating the positions of Facilities Maintenance Supervisor and HVAC/Building Maintenance Technician in the classified service of the City of Middletown and establishing a pay range for said positions, and declaring an emergency. I see the city is still hiring.

Payroll Administrator
Computer Technician
Facilities Maint. Supervisor
HVAC Maint Tech

All CREATED positions and additions to the payroll costs to a cash strapped city. What are the pay ranges for these positions? Taxpayer should know since we're footing the bill.

Thought they were trying to downsize due to lean budget issues.

Another shot of BS from the city building?
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

One police officer or fire fighter salary?

The city should 're-imagine' outsourcing the admin positions, especially IT.

Most of what comes out of city hall is rather 'distorted.'

Can't we outsource street repairs too?  The article about additional funding for road repairs mentions the $130,000 purchase of equipment for road stripping.  Isn't it more efficient for a city to avoid these big capital purchases (and the associated staffing and maintenance costs that go with them) and just outsource the road work?

Yes. 

The city should 're-imagine' as D. Adkins says, or outsource roads. admin, streets, every function with exception of police. Fire department could be cut drastically, with peppering of volunteers paid.

This reminds me of acclaro's points on the fiefdoms of school districts.  Dozens of districts in the regions -- all with $140k Supers, principals, assis principals, "directors of learning", etc.  Ridiculous overlap, waste, and paper shuffling.

Bill, you rekindled my thoughts when the article came out several days ago regarding the salaries within the ranks of city managers in Butler Cty. They are terribly overpaid, but the council used the budgets they had as a measure of pay, and all stated how much more they'd command in the private sector. This included Larry Mulligan on Doug Adkins, and how cheaply he was gotten to function.

These folks would not be making $120,000- $160,000. in the private sector. Its easy to manage a budget. It is difficult to PRODUCE a profit against competition. Public sector still far greater in pay than private with benefits.

This could easily be outsourced to a computer service company. Buy the time you include benefits, salary and other costs related to paying an employee, outsourcing computer tech services can be significantly less expense with better expertise than a single individual.
