City proposes funding plan for TV Middletown

A proposal to provide more funding for financially ailing TV Middletown is in the works.

At a recent work session of Middletown City Council, council members expressed their belief that TVM is a valuable resource for the community and reached a consensus to look for a way to assist the local community cable station, Channel 24 on the Time Warner system.

TVM has been struggling financially due to city budget cuts and major building issues that devastated the nonprofit’s budget to produce local programming as it cablecasts city council, school board, planning commission meetings, local high school sports and other community events and features.

City Manager Doug Adkins said instead of a straight grant of $20,000 to TVM, the cable station would receive the funds but will work with the city to provide additional television programming through the end of 2015.

“The concept is to develop new positive programming for the city while giving TV Middletown additional operational assistance,” Adkins said. “As it stands now, it would be a one-time purchase of programming. It could be incorporated into future years if council believe the results warrant future additional funding.”

Adkins gave two quick examples of TVM’s work just in the past week — the filming of the groundbreaking of AK Steel’s new Research and Innovation Center and the Middletown Rotary Club’s 90th Anniversary dinner both on the same day.

“Their coverage of city and school district meetings and events along with civic events and high school sports programs is valued by the community,” Adkins said.

Once the details are completed, the proposal will go to council for approval at an upcoming meeting.

“What that $20,000 does will help us get through to the end of the year,” said Ty Thomas, TV Middletown’s executive director. “The city believes in us and would like us to cover more things positively Middletown.”

Thomas said the proposal has been discussed with his board, where Adkins and Councilwoman Anita Scott Jones are also TV Middletown board members and Adkins and Scott Jones discussed it again with city council at its last work session. However, Thomas said the final details haven’t been worked out yet, but the station would do its best as he and one other person are the only full-time employees and a group of volunteers to do the work.

“I definitely think this is going to be a ‘win-win’ for the us and the city,” he said.

Thomas said while the city has cut back its funding over the past few years, the organization has been faced with huge building maintenance and repair expenses — about $900,000 — higher insurance premiums as well as increased taxes following the last county property reappraisal that nearly doubled its tax bill. He said those expenses hampered the station’s ability to upgrade its equipment.

“We’re moving along well after the water damage and we’re open to selling the building,” Thomas said. He added that a real estate agent is working on listing the building on Central Avenue.

In an effort to raise additional community donations, the station conducted a six-hour telethon over two days during Mother’s Day weekend and raised just more than $11,000. Thomas said another telethon is in the works.

Mike Scorti, who serves as the TV Middletown board chairman, said while the city cut its funding, they’re now trying to help the station stay afloat financially. He said the organization has done all that it can do and there is only so much private contributions can help.

“I like the cooperation were getting from the city,” Scorti said. “I’m glad to see Doug (Adkins) sees our problem and is willing to work with us. I’m happy with the proposal and we’ll work toward those goals

Shouldn't this now open it up that local organizations and citizens can now also buy time and produce TVM presentations?
Equal time requirements?
How about the Middletown USA hour on a weekly basis?
Is this REALLY how TVM was created and fulfilling public broadcasting requirements?

How has the value of this building doubled while the value of every other piece of property in Middletown has declined?

Perhaps additional programming for additional funding could include the town hall/council/school board meetings with the community that we stopped having years ago.

I would like to see a forum between the community/school board, community/city manager and community/council, with no holds barred and all questions addressed. None of this pre-selection crap that gives them the chance to avoid the hard questions.

I challenge city manager, mayor, council members and school board to participate in dialogue with the community with a theme of producing answers to any and all questions asked by the public.

OR......do you all not want to discuss the issues in good faith with city residents as you have in the past?

All of this said, knowing there is a prayer's chance in ---- that this will happen of course.
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

The term 'Positive' Middletown and city propaganda have the same meaning in Middletown. TVMiddletown is the propaganda media machine for the city. Why would not Grau, BOE, Robinette, other private entities pay to get the good news machine running? Merrel Woods did a nice job of neutralizing effect. Its moved as the arm of the city. Sunset pools cost of $15,000 had the city screaming. On the other hand, $20,000 is chump change for city for TVM. So was $75,000 for MMF. Par for course.

It shouldn't take the city long to have a ballot vote to raise the money for TVM. Just like done for the Senior Citizens Center. Have all tax payers for it as they did for the Seniors. In that scenario, John Stugmyer who managed Senior Citizen Center agrees to pay maximum amount for John XXIII property, to move Fenwick to east end. Joe Stugmyer, John's brother, was business manager for Fenwick. City puts levy on ballot to pay for overpayment associated with John XXIII. City voters would pass TVM levy to satisfy needs of a few hundred. Tee it up council.

Do you watch?
If so, what do you watch and how often?

Since now it will be even more about the former downtown area, why no contributions from DMI, Pendleton, the "arts" and other businesses/organizations?

What about donations from Sorg Opera House, Rose Furniture, Manchester/Sonshine, Cinergy Building, Cincy St and all 3 corner bank building property owners? The Chamber? BOE?

They were all given properties and concessions that taxpayers paid a bundle for and then subsidized

We continue to give give give

And as Dean mentioned, we may well be asked to pay more

Why the big increase in the value of this building?
City Hall sold the CG&E building which was larger for $202,000 and gave all the other buildings away..mercy

How does the value of this building increase when it is in such bad shape? How does any property increase in value in the city of Middletown knowing most have seen a reduction?

Vivian, when you went to the auditor's site for this appraisal info. did you also note who the property owner was and when it was sold?
Ty Thomas claims the building is up for sale but who is selling it? TV Middletown is just leasing the space, right?

They didn't give the Manchester away. They got a buck for it.

And they sold the old Olglesby (sp?) Barnitz band building for, what, $130,000 or so? Wasn't it to Walden's group? Did they sell the First National Bank building or give it away, don't remember.
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

This property 1130 Central ave is now owned by TV Middletown.
After HEP purchased the CG&E building the 1st National Bank and the old Senior Citizen buildings were given to HEP for the later expansion of Cincy State.
I just don't understand the huge increase in the value of this building over a one year period.

Head fake.

City has Ty indicate they need help because taxes have doubled. City pays $20,000. for controlled agenda to help them out. TVM knows the tax is too high but orchestrated with county to elevate speculation valuation of downtown buildings to attract more investment cash. Any board member should be removed if the 2x increase wasn't appealed by March 31. That is your answer why 2x tax increase----speculation move to attract investor dollars.
