City braces for $2M in cuts

MIDDLETOWN — There may be significant cuts to personnel and services in Middletown’s future as city officials scramble to come up with almost $800,000 following unexpected state cuts

City Manager Judy Gilleland said she has been contacting affected cities as well as state and local representatives to “sound the alarm” about the cuts and the negative impact to communities. She said she has been concerned by the lack of communication.

“I keep waiting for someone to tell me the cuts are incorrect, but no one has said that yet,” Gilleland said.

Departments will be asked to come up with plans for reductions. Gilleland said exactly what will be cut will be left to the city council.

AND HERE'S THE START OF THE SALES PITCH FOR THE LEVY FROM GILLELAND:

Gilleland said conversations about the renewal of the quarter-percent public safety levy will also become “more interesting” now given the possibility of cuts to police and fire. Those departments expend $21.7 million of the city’s total $30.5 million budget.

Back to bleeding the people's wallets again because they are so dam inept at preparing for Kasich's cuts to the cities. Why are they constantly living on the edge of the cliff as it pertains to finances in this city? Like a street bum looking and begging for their next dime toward their bottle of Ripple. 

Dam, I hope the voters in this city wake up and defeat this thing.

	In the same vein, consider this from this week’s City Manager’s Weekly Update: “Fire Division Middletown Division of Fire is in process of assessing the priorities for badly needed capital improvements to Fire Station 81 on S. Clinton St. Improvements being considered include: tuck pointing of exterior masonry including brick repair, limestone repair, cleaning and sealing of masonry, tear off leaking built up roof, installation of tapered roof system and drain repair. Total estimated cost: $69, 508.” “Bike Path Update We have received the US Fish and Wildlife approval for the bike path. However, we are still working through a few minor design issues with ODOT regarding the permit to work in the ODOT right-of-way. More significant, the Ohio Historic Preservation Office has now stepped up and informed the City that the archeological study completed as part of the cultural resources report submitted to and approved by ODOT is not sufficient for their needs. Now we are working to get an updated archeological report for their review. Engineering is working with both the DOE on the grant and the Historic Preservation Office to keep this moving. We are hopeful to have all approvals to start the project this spring. As you recall, 100% of the bike path funds came from stimulus money designated for energy efficient projects.” A new, INSULATED roof for the old fire station would easily qualify as an ACTUAL *“energy efficient project”* (as could tuck pointing and other repairs to the brickwork, if they seal leaks and prevent air infiltration), yet we squander the federal stimulus money ona luxury, the phony “energy efficient” bike path, while the desperately needed fire station roof comes out of our General Fund as part of a “squeeze” tactic to promote a tax increase!!!

	Mr. P, If you'd like to talk energy efficiency, let's talk about 1103 14th Ave and the $72k spent on its rehabilitation without spending one dollar on energy efficiency! If these houses are supposed to be for low to moderate incomes, what would be of most benefit to the resident; nice siding or energy efficient HVAC and windows? Utility costs are a hidden tax on home owners. You would think someone at HUD would have mandated a percentage of money be spent to lower a homeowners electric bill rather than provide a nice exterior to the house. I don't see how this administration can consider any tax levy when there is so much mismanagement of current revenues!
