III. LEGISLATION

1. Ordinance No. O201221, an ordinance amending Chapters 1434, 1436 and 1486 and repealing Chapter 1446 of the codified ordinances. (1st Reading)

2. Resolution No. R201214, a resolution requesting the Butler County Auditor and Warren County Auditor to certify to the City of Middletown, Ohio, the total current tax valuation of the city and the dollar amount of revenue that would be generated by a one mill levy upon real property within the corporate limits of the city for the purposes set forth in Ohio Revised Code Sections 5705.19(Y) and declaring an emergency.

When did City Council decide to move their meetings to the Police Training Room?
Was there discussion and a vote held?
What are the "Miscellaneaous items" that they plan to discuss there in private outside of the view of the TV cameras?  What are they afraid to discuss in full view of the public via TV Middletown?
 
Something stinks here.

Re: Moving Ohio Forward Grant Program/ Demolition Guidelines

While information continues to flow and change almost daily on the $75 million grant

program from the Ohio Attorney General’s Office, guidelines starting to spell out how much and how the program will work were issued this week. The initial timing at this point is:

Application Submission Deadline: June 30, 2012, 5:00pm

Grant Award Date: August 1, 2012

Project Completion Date: December 31, 2013

Final Drawdown of Funds: January 31, 2014

Butler County has been allocated up to $2,679,701. The preliminary discussion from the

County is that the money will go predominately to Middletown and Hamilton. The first

$500K does not require matching contributions. In theory, therefore, the two cities

collectively could be required to come up with matching funds of $2,179,701. Split 50/50

between Middletown and Hamilton, Middletown’s share could be $1,089,850.

Federal Funds including HUD funds cannot be used as a match. This can be bypassed by redirecting HUD funds to eligible projects currently being funded by the General Fund and then redirecting General Fund dollars to this project.

The grant program does not permit using grant funds or matching funds for

commercial or industrial projects. It is limited to residential demolition ONLY.

Up to 5% of funds can be used for Administration (staff time) in preparing all of the

demolition paperwork (condemnation orders/bid documents/bid award/ contract preparation/etc.).

If a land bank is created, the land bank will be the Lead Entity for the grant. If the land bank is not created or is created and not funded, local funding could be provided in several ways. Below are three possible scenarios.

If the land bank is created and funded with DTAC, in theory, about $900K would be

generated by the land bank in 2013, reducing the overall match required by all participating cities by +/- $900K.

All of this is preliminary and for information and discussion purposes only. When hard

numbers and timing are developed, staff will take appropriate steps to discuss final funding amounts and accounts and prepare the appropriate legislation to enact Council’s wishes.

Yep the ol “Shell Game” at City Hall is alive and well.
The above post is the perfect example of how all the different funds have been raped and emptied over the years.

And you really believe we can trust City Hall with more POWER and MONEY?

Hmm...all these years we have been told that CBDG money could only be used for certain things, and that it couldn't be used for other things--for example, street repairs and repaving.  Yet now we see that CBDG money can be transferred into the General Fund and used for anything that City Hall wants to use it for.
 
Perhaps Councilman Laubach should be asking why CBDG money can't be transferred into the General Fund and then transferred into the street repair fund???

Welcome back Micky P. Remember when we asked Scott-Jones and Tony Marconi to explain some of the mysterious budget transfers at one of the library Sunday sessions years ago? Doesn't matter what question you ask or who is providing the answer, it all comes out in a double-talk/mishmash way so that the average layman can't understand a dam thing. Masters at Voodoo Finance Manipulation. Remember some of the flow charts around the work place on how problems are solved, where it shows a bunch of lines going in all directions as questions are asked? Reminds me of one of those, meant to be a joke, but in this city's finances, a reality. Doesn't look like Councilman Laubach is participating anymore. Guess he joined the rest of the citizen-shunning members. Thought he would have been different and was for awhile. Toned down the rhetoric or was told to do so by the Masters and Commanders.

Also want to welcome you back Mr.P,and have to agree with you Vet,Josh is no better then the rest of the blowhards.Say the right thing to get elected then turn into a complete ass.Think that the secrect agenda will be to see if they can ram the 20 buck registration through hopeing no one notices.Doesnt really matter if it passes or not cos Hell will have to freeze over before I pay it for my properties.Big%20smile

Think of all the times we have heard from the City Manager and the other denizens of City Hall that CBDG and the various other federal funds have all sorts of strings and can only be used for certain things, and cannot be used however we want.
 
Now, all of a sudden when matching funds are needed for a pet project, we find out that federal dollars can be transferred into the General fund to be used however the City Manager wishes.
