I think the city manager ought to be the supreme decision maker. Council should not micromanage but rather advise and recommend. But the day to day must be decided by the city manager.
 
If council does not like the decisions being made, then change the person. But please don't try to run the city from council chambers.

The City Manager as the "Supreme" decision maker? The manager works for the people of Middletown through the peoples representatives called the city council members.  The manager job is to  job run the day to day operations in the administration of the city proper. When she comes before council, she is there to report  and inform them on the status of city issues. Her aganda is set by the council and her job performance is judged by the same. My only issue with her is she seems to take more  advice  from the private sector than she needs. From the first month of her job as manager she seems to have locked out those who are sincere in their willingness to help unless they are connected or approved by the same old group on private citizens.
It seems she values their advice more than that of council. And what's with the Sam Ashworth thing?
