I found this list of questions on the Butler County Elections site. Here is what we can expect to be voting on come November. The First three are state issues the rest are Middletown. ISSUE 1 – STATE Proposed Constitutional Amendment (Provide Compensation to Veterans) ISSUE 2 – STATE Proposed Constitutional Amendment (Create the Ohio Livestock Care Standards/Poultry) ISSUE 3 – STATE Proposed Constitutional Amendment (To allow for casinos in Cincinnati, Cleveland, Columbus and Toledo) ISSUE 5 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article I, Section 6 be added to the Charter of the City of Middletown to make gender references in the City Charter applicable to both genders? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 6 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article II, Section 5 of the Charter of the City of Middletown be amended to reduce the required number of meetings of City Council from a minimum of two each month to one each month? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 7 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article II, Section 11 of the Charter of the City of Middletown be amended to permit the annual report of City Council to be prepared other than in pamphlet form; to be on file at the public library; and to be available to any member of the public at the office of the Clerk of Council? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 8 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article III, Section 2 of the Charter of the City of Middletown be amended to eliminate the residency requirement for the City Manager? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 9 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article III, Section 3 of the Charter of the City of Middletown be amended to eliminate the requirement that all appointments and removals of employees by the City Manager of the City be subject to the advice and consent of City Council? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 10 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article IV, Section 3 of the Charter of the City of Middletown be amended to Continue to require that the title of legislation be published between its first and second reading; but eliminate that such publication be in a newspaper of general circulation? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 11 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article V of the Charter of the City of Middletown be amended effective January 1, 2010 to eliminate reference to specific boards and commissions in the Charter and to permit the City Council to create boards and commissions and establish the size of membership, length of term of members and the method of appointing members of such boards and commissions, including the Board of Health, the Board of Library Trustees and the Civil Service Commission? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 12 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article VI, Section 2 of the Charter of the City of Middletown be amended to increase the number of words permitted in a recall rebuttal statement; require the rebuttal statement to be made available to the public; and eliminate the requirement that the rebuttal statement be mailed by the Clerk of City Council to each registered voter of the City? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 13 PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article VIII, Section 4 of the Charter of the City of Middletown relating to the sinking fund be repealed? (Runs in 36 precincts – MIDD1WD1 THROUGH MIDD11WD3) ISSUE 24 SPECIAL ELECTION BY PETITION LOCAL OPTION ELECTION Shall the sale of intoxicating liquor, of the same types as may be legally sold in this precinct on other days of the week, be permitted in this City of Middletown, precinct MIDD3WD4 for consumption on the premises where sold, between the hours of ten a.m. and midnight on Sunday? PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article II, Section 5 of the Charter of the City of Middletown be amended to reduce the required number of meetings of City Council from a minimum of two each month to one each month? Only if they take a pay cut,No pay cut no reduction in meetings ISSUE 8
PROPOSED CHARTER AMENDMENT CITY OF MIDDLETOWN Shall Article III, Section 2 of the Charter of the City of Middletown be amended to eliminate the residency requirement for the City Manager? NO ! The city manager MUST retain residence within the city limits at least ISSUE 9

I'm torn on this one. HELP ! ISSUE 11

Issue 1- new to me too Hermes.
Issue 5- make all charter references gender neutral. Sure, why not. Issue 6- At the rate city council makes decisions, they could meet everyday of the month and not accomplish anything. Taking it from two meetings a month to one probably won't help them. Issue 8- Does being a resident help the performance of a city manager? Probably depends more on ability to manage a city than where one lives, right? Issue 9- Do you want the city manager to do the hiring and firing alone or do you want council input? If the city manager does this alone, the public may never know who's coming and going and it's the taxpayer's money that is footing the bills on this. IMO, need to publicize who is sitting where in the city building. Public has a right to know as Gilleland seems to be a sneaky s--- sometimes. Issue 11- Oh he-- no. You don't want Council to control anything if at all possible- especially appointing members of boards/commissions. Allowing them to do this only helps in their control of the "club". Issue 13- sinking fund? What is this? Mike- Pacman- help!!! Issue 26- Nope! No reduction of the number of councilmembers. Only helps the club condense, sponsor and make easier to finance and win to maintain control of their little empire. Need to break that crap up and put the club boys on the outside looking in on city operation and decisions. Don't see it, but no ward elimination either- same reason as above. JMO |

A Sinking Fund is Money set aside on a periodic basis to retire term bonds at or prior to maturity.
If that is what it is here I am not sure.
SECTION 4. SINKING FUND. City Council shall exercise all the powers and perform all the duties exercised by Sinking Fund Council members of Sinking Fund Trustees under the laws of the State of Ohio applicable to municipalities. (Amended 11-8-1949; 11-7-2000) |

I don't know if anyone is sure what this is.
 I can imagine most citizens will be scratching their heads on this one.
Article VIII. Section 4. Sinking Fund. Mr. Landen said he needs to do some homework. He didn’t think the committee would get this far this evening. He guesses this is probably not required by law anymore. He asked for time to look at state law. If we’re required to have it by State Law, we can leave it. Mr. Landen stated he will try to have all the changes emailed to the group so they’ll be prepared to sign off on the issues. Mr. Scorti moved to suggest that appointment of board personnel be taken out of council’s hand and given to the City Manager. Mr. Landen suggested that someone volunteer to write a letter to council. Mr. Mulligan and Mr. Scorti will work on letter for committee to sign. |

Issue one pays veterans $1,000 back to the first Gulf War and $5,000 to families of KIA. I'm all for that sounds like a good idea but the state has to borrow $200 million to do it. Apperantly Ohio has done it on other wars too but first time I ever heard of it. ------------- No more democrats no more republicans,vote Constitution Party !! |

As for the city manager having to live inside Middeltown I think is the only way to go. A manager should have to live where they are making the decisions. Only seems appropriate.

I read today in the Usatoday paper that the State of Ohio was going to borrow 240m but becaude of the low intersert rates borrowed over 550m.

I was living in Ky when I came back in 71 but Ky didn't pay until after 1988. Then you had until 1990 to apply and I missed the boat on that one.
While I like the idea of the state paying why did they borrow 550 million ? I wonder if they'll raise the amount of the bonus ? ------------- No more democrats no more republicans,vote Constitution Party !! |
