1. Middletown’s street are in TERRIBLE condition.

2. Good streets attract new businesses, contribute to economic development, and help to draw and retain middle to upper income residents.

3. Street repair is an allowable use for CBDG funds.

4. City Hall has REFUSED and continues to REFUSE to use CBDG funds for street repairs.

5. City Hall has stubbornly allowed CBDG funds to go UNSPENT from year to year.

6. City Hall has channeled CBDG funds towards middle to upper income residents for “beautification” and “restoration” projects that have increased their property values.

7. What is wrong with this picture?

(Maybe there are no funds, if there are none then where did it go ?)

Generally speaking, these funds carry over from year to year, but only within the SAME PLAN PERIOD.  I believe this was the 3rd year of a 5 year plan.  Perhaps Nelson could either verify or correct this.
 
As Councilman Schiavone once said when informed during a council meeting that we would lose these TAXPAYORS' dollars, if not used by the end of the plan period:  "We've GOT to SPEND that money!" 
 
(I guess just NOT on streets.)
 
The problem seemed to be that KOHLER and others earmarked the money for "beautification" projects in the low income South Main Street area, and except for a few of the owners of old MANSIONS on South Main, no one could afford the "match" required, so no one else "applied" for the money, and it went unspent until the "plan" was "amended".  I don't know what the amendment was...probably a bike path or the like that would benefit the needy.

Mike - I thought they did carry over but thought we were closer to the end of the plan period. What happens to the money if unspent at the end of the 5 years ?
 
And my next question is, does anyone know for a fact that this money is in the account ? (if of course it wasn't spent already)

The current five year HUD Consolidated Plan covers the period from May 1, 2005 through April 30, 2010.
