We'd like to know more about the City of Middletown's relationship with your Illinois-based HUD consultant.  The following questions are respectfully presented:
 
1)  Beginning with Ginger Smith in September 2008, how much HUD funding has been spent for this consultant's services to date?
2)  Beginning with Ginger Smith in September 2008, have you retained the services of other consultants?  If so, who are they and how much has been spent to date?
3)  What projects (including costs) do you have planned for more consultant services in the upcoming months?
4)  Will a consultant be involved in the preparation of the upcoming HUD Multi-Year Consolidated Plan, grant applications, etc.?

The consultant you utilize was previously part of ICF Industries, Inc. evaluation team that HUD paid to evaluate the Home Investment Partnerships (HOME) Program undertaken jointly by the City of Middletown and Butler County government.  The findings of this report released in early 2007 contain many glaring LITTLE PROBLEMS that are an embarrassment to both governmental entities plus one local non-profit housing provider.  I suggest that you read this document that was courageously provided to me by one of my former employees earlier this year.
 
One non-incumbent candidate for City Council and one local, highly respected real estate professional were provided copies of the 30-page document by me this past May.
