Council rejects ‘internet sweepstake cafes’
Many questions whether the cafes are legal or not due to gambling law.

MIDDLETOWN — A motion to establish a six-month moratorium on “internet sweepstakes cafés” in the city of Middletown was left on the City Council floor last week as two council members were at odds with the ordinance.

The legislation’s failure means there is no limitation as to whether such establishments can operate in Middletown. According to Law Director Les Landen, the city will continue to evaluate the legality of sweepstakes cafés.
“There’s nothing out there that says you can’t open one,” Landen said. “But if you do, we’re going to look at it.

PETTY, INSIGNIFICANT LANDEN. IF IT IS NOT ILLEGAL, WHY ARE YOU GOING TO "LOOK AT IT"? ISN'T YOUR JOB TO PURSUE WHAT IS OUTSIDE THE CONFINES OF THE LAW AND TO INTERPRET THE LAW FOR THE CITY? IF IT'S LEGAL, WHY ARE YOU CONCERNED WITH IT?

“Quite frankly, I don’t think it’s something we need to be wasting time or resources on,” Laubach said. “I think there are bigger things to deal with. From what I’ve been told, it’s not necessarily gambling, and if the state doesn’t call it gambling, I don’t have leanings either way on it.

BINGO!!!!!!!! MR. LAUBACH. NOW YOU NEED TO CONVINCE THE DAM LAW DIRECTOR THAT HE NOT BE CONCERNED WITH IT.

The city contacted the attorney general’s office.
It was of the opinion of City Prosecutor Carrie Carpenter and former police Chief Greg Schwarber that the establishments operated against Ohio’s gambling laws.
“Basically (the attorney general’s office) said, ‘These are scams, and if I were in your shoes, I would take the position that it’s gambling,’” Landen said. “We accepted that as the policy the AG’s office was giving us.”

NOW, WAIT A MINUTE! ABOVE, MR. LAUBACH SAYS THE STATE DOESN'T CONSIDER THIS TO BE GAMBLING. NOW, LANDEN SAYS THE AG SAYS "I WOULD TAKE THE POSITION IT'S GAMBLING"?????? SO, WHICH IS IT?


Landen said one vendor recently approached the city about opening a sweepstakes café, regardless of whether the city felt it could press gambling charges.
A gambling charge, typically, is a misdemeanor offense, according to Landen. It can be a felony depending on certain circumstances.
Landen said he and City Manager Judy Gilleland have not yet discussed how to handle the issue in the days ahead.

YOU JUST MADE THE STATEMENT ABOVE THAT "THERE'S NOTHING OUT THERE THAT SAYS YOU CAN'T OPEN ONE". YOUR WORDS. NOW, WHICH IS IT? MERCY! JUST LOOKING TO STIR THE POT. CONCENTRATE ON SOMETHING IMPORTANT TO THE CITY.

Because we keep allowing the city to give charlatans such as Mr. Verdan our money for scams such as Pendleton.

Ahh, defending those who don't always go along with the MMF hand puppets again are we Midd 29? You have gotta be one of them in your replies. C'mon, who's pet are you on the MMF side of things? Give you a bone to chew on and a pat on the head every once in awhile to keep you going with the attacks, do they? Be sure and wag that tail for them and by all means, keep up the good work and maybe, just maybe, they'll bring home a collar and take you out for a walk......let you crap on a lawn or two.

While I am opposed to internet sweepstake chips and gambling in Middletown, as it amounts to a handful of workers running their operation and IT servers out of the city, nothing else, nor significant revenue, I ask:
 
Is Not the $500,000 spent on all the Buildings for Cincinnati State Legalized Gambling, thowing All Money in on a huge gamble?  What are the odds of winning on that wager I dare ask.
 
The Manchester Inn would be perfect for a casino, restaurant, rooms, for overnight stay, destination. Why is that not being marketed as a casino? Sr Citizens Ctr plays bingo, gambling, casinos, gambling, horse tracks, gambling.

It isn't exactly like opening an internet sweepstakes cafe is going to be bringing gambling into town, it's been here for years. We have gambling all over Middletown, not counting the state sponsored lottery/scratch off tickets or Keno in the different restaurants. You also have all the places that do daily or weekly books like the Eagles, Moose, etc.

The city admin has yet to figure out how to get their take out of this poor-person rip-off.
It is like the lottery--except these vultures prey on the poor who can't afford a serious monthly Iphone plan.
 
When you are poor forever--you have no shot of ever having anything.
Your only hope is through the lottery or similar scam like this.
In the long run, the poor and desperate pay more to get less(or usually nothing).
As old as time.

Govt. will never eliminate drugs, gambling or other somewhat victimless/comfort crimes.
And it drives them crazy that they cannot figure out a way to profit from the resulting misery.
