The Ohio House of Representatives passed a measure 85 to 12 on Tuesday that brings the state one step closer to a ban on texting while driving. 

The measure already has cleared the Ohio Senate and is awaiting Ohio Gov. John Kasich's signature. The governor has indicated he will sign the bill, which will make Ohio the 39th state to have a texting while driving ban. 

The Ohio House voted to approve a ban on writing, sending, or reading text-based messages while driving, but not all lawmakers agree with the measure. 

"It's no more distracting to look at a one-sentence email than it is fiddling around with your radio trying to find the right station," Ohio Sen. Bill Seitz, R-Cincinnati told ONN. 

The measure will make texting while driving a secondary offense for adults, meaning a driver could be ticketed if pulled over for doing something else first.

For drivers under 18, the law places a full ban on texting. Some in support of the ban said the law doesn't go far enough. 

Police are paying close attention to the measure, saying it is needed but they do have concerns about enforcing it

"It's necessary, it was a long time coming, and hopefully it is simplified enough for law enforcement to take enforcement action when they see it and it won't be too time consuming to bring it into a courtroom," said Youngstown Police Chief Rod Foley.
