Does the City of Middletown limit the number of pets  (cats/dogs) a family is allowed to own (in the house and let out in their yard)?

Never heard of a city limiting the number of pets one can own at a private residence. Have heard of restrictions placed on renters by landlords as number of pets or a no pets at all rule. Would imagine that if the number became a health threat or nuisance to neighbors, the city would intervene.

I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

I believe you can't have more than 3 or 4 dogs per house.
I'm sure you can call City Hall and get an answer.

Ranger,
Other ordinances apply to "kennels".  Here is the way the City of Middletown defines a kennel:

§ 1288.01 (52) KENNEL. Any structure or premises on which five or more animals, over four months of age, are kept.

Funny you should ask this, as dog tags renewals for 2013 just opened over the weekend. While I was on the site purchasing my tags I saw info about Kennels. Read here at the bottom of the page: http://www.butlercountyauditor.org/index.cfm?page=dog

So looks like to qualify in the county as a Kennel you need at least 10 acres.

Kennel License Information

Requirements for a Kennel under the Butler County, Ohio Rural Zoning Resolution, which applies to the following six townships - Hanover, Lemon, Madison, Milford, Oxford, Ross:

  • Shall have direct access to a major arterial or to a collector street.
  • The site shall not contain fewer than ten (10) acres.
  • Any building for this use shall be located not less than 300 feet from any property line.
  • Landscaping plan for the external use of the kennel to effectively screen such use shall be submitted to the board of zoning appeals for approval

Residents of these six townships applying for the first time for a kennel license must present a letter from their local zoning board confirming the above requirements are met in your individual case.

Other townships and municipalities may have different requirements. The Auditor's Office requires a letter confirming the location of the kennel meets local zoning regulations before a kennel license will be issued for the first time.

Cost of a kennel license is $70.00 per year as long as the license is renewed by January 31, this includes 5 dog licenses. After January 31 there is a $70.00 penalty for all renewals. Up to 5 additional licenses may be purchased for $1.00 each.

Local govt can't seem to regulate anything other than those which they want to view punitively.
Signs, trash, housing and development standards, swap shops, Section 8, criminality, street repair,
Business retention + in-employment---
Why worry about house pets?

Have a problem there--who would you call anyway?
