Weekly Update to City Council from the City Manager

February22, 2009

Stimulus Package
The Fire Administration and Union met with a representative from Congressman Boehner’s office last week concerning stimulus package opportunities.   In addition to the other submissions for infrastructure, transit, and buildings, we hope to be able to take advantage of some of the funds being dedicated to fire and police.

Fire News
This week we expect delivery of two vehicles funded by Department of Homeland Security:   Mass Casualty and Mass Decontamination units valued at near $500,000.  They will be parked at the Middletown Regional Airport and managed by the Division of Fire and will service all of Butler County and beyond.

Small Business Development Center Workshops
Beginning March 4th, the Small Business Development Center will be sponsoring workshops that will benefit small businesses.  The schedule is attached.

Section 8 Contract
We have a second meeting on Tuesday, the 24th with CONSOC.  I will keep council apprised of the negotiations.

NSP Funds
According to our advisor, HUD guidelines do not permit the NSP funds to be used entirely for demolition and at least 25% must be used for housing to assist those under 50% of the median income guidelines.   We will continue to explore the options.  Just as with all new federal programs, it takes quite a while to roll out all of the rules for usage.  As we discussed at council, we would prefer demolition since we do not have the staff to undertake or supervise rehabs.  I did talk with Senator Voinovich’s staff about this topic and they are working to assist in this area as well.

Voinovich visit
Thank you to the council members and staff that attended the bus tour and public session.  Our staff worked very hard to shine a positive light on Middletown and I think they did a great job.   The Senator was very impressed with what we are doing in Middletown and is continuing to try to help us.
