To date, we have spent $30,000 more on nuisance abatement than this time last year. This
means that we will most likely run out of grass cutting, nuisance abatement and enforcement
money sooner than anticipated. We will provide more details in a future weekly update in
order to have a conversation with Council on the level of enforcement for the balance of the
year.

If we collect from the property owners we won't have a problem. One way to collect is for the city to place a lien on the property.

What happens is someone is losing their house - they move and if they can not make the payment they are not going to cut the grass.  The city can place a lein on the property, but if the house goes up for sherrif sale, the funds collected will not be enough to pay the grass cutting lein.  The only thing that has to be paid prior to the mortgage is the taxes on the property.  Then comes the 1st, 2nd mortgages, then any other leins.  They would never see their money.
