(c) Confirm Personnel Appointments:

William George Comminos - Computer Programmer/Analyst

(d) Authorize the purchase of two Ford F550 cab and chassis from Fuller Ford, Inc., of Cincinnati, Ohio, in the amount of $78,209.00.

(e) Enter into a contract with Employee Benefits, International (EBI), of Independence, Ohio, for Agent of Record for our Health Care Services in the amount of $51,000 for the period of 8/1/14 – 7/31/15; and $54,570 for the period of 8/1/15 -7/31/16.

 

6. COUNCIL COMMENTS

LEGISLATION

1. Ordinance No. O2014-33, an ordinance establishing a procedure for and authorizing a professional services contract with Brown and Caldwell for the purpose of providing engineering services related to the Long Term Control Plan and declaring an emergency.

 

2. Ordinance No. O2014-34, an ordinance authorizing a contract with Barrett Paving Materials, Inc. for the 2014 Local Street Improvements and declaring an emergency.

 

3. Ordinance No. O2014-35, an ordinance authorizing the City Manager to enter into a Voluntary Compliance Agreement and Memorandum of Understanding with the United States Department of Housing and Urban Development and declaring an emergency.

 

4. Resolution No. R2014-21, a resolution to offer pick-up for the voluntary purchase of service credit for participating employees of the City of Middletown (Police: Patrol Officer) who are members of the Ohio Police and Fire Pension Fund and declaring an emergency.

 

5. Resolution No. R2014-22, a resolution to offer pick-up for the voluntary purchase of service credit for participating employees of the City of Middletown (Police: Sergeant and Lieutenant) who are members of the Ohio Police and Fire Pension Fund and declaring an emergency.

 

6. Resolution No. R2014-23, a resolution to offer pick-up for the voluntary purchase of service credit for participating employees of the City of Middletown (Fire) who are members of the Ohio Police and Fire Pension Fund and declaring an emergency.

 

7. Resolution No. R2014-24 a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2014 and declaring an emergency. (Capital Improvement Fund and Water Capital Reserve Fund)

 

8. Ordinance No. O2014-36, an ordinance establishing a procedure for and authorizing an amendment to a contract with Howell Contractors, Inc. for the repair of the North Interceptor Sewer and declaring an emergency. (No action requested until August 5, 2014)

 

9. Ordinance No. O2014-37, an ordinance establishing a procedure for and authorizing the purchase of in-car camera systems from OEM Micro Solutions. (1st reading)

 

10.Resolution No. R2014-25, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2014. EXECUTIVE SESSION

What happened to Bank One?

Why is there constant emergency legislation?

What killed Middletown? Streets? Schools? Lack of econcomic development? Quality of life void, non exoistence?

Last night during the City Managers Report did Doug say that we will have an additional 1,800 foreclosures here in Middletown?
I thought the housing market was getting better.
Or is it just not getting better here in
Middletown?

RESOLUTION NO. R2014-25

A RESOLUTION TO MAKE ADJUSTMENTS TO APPROPRIATIONS FOR CURRENT EXPENSES AND OTHER EXPENDITURES OF THE CITY OF MIDDLETOWN, COUNTIES OF BUTLER AND WARREN, STATE OF OHIO, FOR THE PERIOD ENDING DECEMBER 31, 2014. (GENERAL FUND, AUTO & GAS TAX FUND AND WATER FUND)

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

Middletown, Butler/Warren Counties, Ohio that:


Section 1

The following sums are hereby appropriated from the General Fund of the City to

accounts of the City for the purposes herein described as follows:

FROM: Unappropriated General Fund (Fund #100) $2,000

TO: Parks Maintenance Fund, Accounts of 542 (100.542.51120) 2,000

TOTAL GENERAL FUND $2,000


Section 2

The following sums are hereby appropriated from the Auto & Gas Tax Fund of the City to accounts of the City for the purposes herein described as follows:

FROM: Unappropriated Auto & Gas Tax Fund (Fund #210) $100,500

TO: Grounds Maintenance, Accounts of 543 (210.543.51120) 500

Streets, Accounts of 541 (210.541.53520) 100,000

TOTAL AUTO & GAS TAX FUND $100,500


Section 3

The following sums are hereby appropriated from the Water Fund of the City to accounts

of the City for the purposes herein described as follows:

FROM: Unappropriated Water Fund (Fund #510) $50,000

TO: Water, Accounts of 562 (510.562.51120) 20,000

Water, Accounts of 562 (510.562.53520) 30,000

TOTAL WATER FUND $50,000


Section 4

The Director of Finance is hereby authorized to draw her warrants on the City Treasurer

for payments from any of the foregoing appropriations upon receiving proper certificates and vouchers therefore, approved by the Board of Officers authorized by law to approve the same, or an ordinance or resolution of the City Council to make expenditures provided that no warrants shall be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance.


Section 4

All legislation inconsistent herewith is hereby repealed.


Section 5

This resolution shall take effect and be in force at the earliest time permitted by law.

So, the DOUGMEISTER has proclaimed that Middletown will have roughly 1,800 more foreclosures this year? As Roseanne Rosanadana of Saturday Night Live fame would say, "what a swell job that Dougmeister does for us! Just think of the additional residential demolitions that whiz kid will have his staff oversee in the coming year?"

Please compare the 1800 foreclosure numbers to the total housing stock numbres Adkins put in his UC paper to purge Section 8 from Middletown. It is an extremely high % of residential stock. Also, the funds from the state AG and the demolition are used and depleted. There are no funds to destroy 1800 units.
 
Just like Ohio having the nation's highest costs for public higher education is not good for Ohio (Miami, OSU, UC), likewise, having such high % of foreclosures is just outrageous. The city of Middletown has failed its residents repeatedly, but few seem to care.

Acclaro, Over The Hill, Vivian, Etc. -

With very, very few exceptions, too few MUSA participants appreciated the volumes of verifiable facts presented over the past five years that documented repeated waste of HUD funds, poor planning, misguided programs, etc.

The Dougmeister, Marty Kohler, Kyle Fooks, Angela Tucker, Neil Barille, Ron Olson and Judy Gilleland were repeatedly "left off the hook" by those who could and should have joined forces with us who unveiled many dirty little secrets, plus some whoppers!
