City hall source says Manchester Inn building are on the market. Anyone have any additional information?

Based on this new information.....
Just curious. How does this work? City buys building for thousands from private party years ago. City tries to sell building with a list price of 350 grand. No takers City sells building to private party for a dollar to unload it. Roof and other damage repairs made to building by private party but the business plan was never executed and building has sat empty since then. (didn't we hear about placing a micro brewery there at one time?) If so, what happened to that idea? City or current private developer have it for sale now? Legally owned by private developer for a buck, right? What is the asking price and why is the city involved if owned by a private sector party? This building has been a white elephant for over a decade now. Too much money to upgrade it versus too little clientele to occupy the rooms and use the banquet facilities after it was upgraded IMO. Simply not enough foot traffic to make it worthwhile. Wasn't there talk about converting it into condos at one time? What happened to that idea? Another revolving property "soap opera" in their downtown. Same story for the old Liberty Restaurant (how many owners has it had in the last decade?) and old Journal building properties. |

Don't blame Miss Judy entirely for yet another "downtown" fiasco. A current key occupant of One Donham Plaza had a major role in the planning (?) and disposition (?) of this convoluted, so-called redevelopment (?) endeavor. It is easy to blame it all on Judy now, isn't it?

There's plenty of old backstory in other threads on here, but the short version appears to be that the city gave away the building to Mr. Grau for A DOLLAR, and then he threw a hissy fit when they wouldn't do all the legwork for grants, etc. and give him a giant bundle of cash and incentives at the same level was that given to The Atrium when they built their new facility. So he threw a hissy fit, took his ball and went home. And since it's been at nearly no cost to him, and he's not paying property taxes on those 13 parcels of land either, he hasn't had any reason to actually do anything either. I'd expect to see the Snider building go up for sale as well, since it was part of the same deal.

Still Grau's building as to ownership isn't it?
There was some work done on sealing the roof leaks and in mold elimination wasn't there as well as some plumbing issues. Did Grau incur the cost for this work or did the city pay for it? If it was the city, why are they constantly putting taxpayer monies into private developers projects? Seems like this is a private sector real estate transaction. If so, again, why is the city involved? And I'll ask the question for the 500th time......Why is the city still in the real estate business when they have said repeatedly that they wanted to curtail this practice? |

Maybe we could pool our resources and offer $1.50
We are cried out for conditions on these deals but were completely ignored by ED Council Doug and Judy. Maybe Picard should be held financially responsible since he always threatens that concept at others slowing down these processes? Same with Rose, 5th/3rd, Liberty spirits, Sonshine, Studio/Strand, old Senior Centeretc Where Andvwho is MMF and what have they done with city $$$??? Same for CBI and DMI how are they funded? Totally an admin/Council created boondoggle No blame for MUSA or citizens imo |

If I understand correcty, the city purchased the Manchester Inn properties for $500,000.
The city then sold the buildings to Grau for $1, I assume so Grau would redevelop the property. Now Grau, after doing what's seems like nothing, is selling the buildings to the highest bidder. Did the city have some sort of contract with Grau that required Grau to complete the development or turn the buildings back to the city? If not, seems to me someone needs to be held accountable. |

As Vivian Moon has aptly pointed out on numerous occasions, the city's Request for Proposals/Qualifications (RFP/Q) process involving most "downtown" pipedreams was flawed from the get go. Judy may have been the City Manager at the time, but, who was responsible for Community Revitalization activities including project planning, project feasibility, financial packaging and property acquisitions and dispositions? Now, with the city borrowing large sums of money to prop-up employee medical insurance costs, etc., and given that large sums of previously available funds were frivolously spent, where will the financial capital come from in the event that some LEGITIMATE redeveloper might magically emerge to undertake one of these "deals"? The damage is done. Judy was NOT the only senior city staff member who should be held responsible for this colossal mess.

I think Ms Gilleland was city manager when this deal was crafted so I think it is fair to hold her accountable. As far as not holding Grau accountable, seems Mr Adkins and city council own that responsibility. AGREE? |

Middletown 29, you must be a new MUSA blog participant? And, no, I never ever felt that Judy was a good choice to be city manager in a declining rust belt city like Middletown. May I suggest that you spend a little time reading posts on community revitalization, etc. dating back to 2009. You will find this experience enlightening and help to clarify any mistaken notions that you (apparently) have.

Not new, just been out of town for a few years. Lost job and came home.
Still don't understand this whole Grau Manchester Inn deal. Why allow him to dump property to another person that has no ability to do anything except let them decay? Just don't get it. |
