Thank you for the clarification and information, Mr.Self.
As for un-necessary "emergency legislation"(aka conveience legislation), our new Councilmembers have pledged to slow down the process only to be used more appropriately.
We will see--it only take 2 votes to kill aemergency legislation.
 
Fortunately Mr.Marconi and Mr.Schiavone are gone.
Mr.Armbruster should either step up or resign.
The recent board appointments and the vague procedure/documentaion of the process still reeks of close-minded backroom politics, insider favoritism and downright failure to the citizens.
Mr.Mulligan is a weak mayor, un-even in his decisions and enforcements. I don't see how we can survive 3 more years of him and 2 more years of Mr.Becker.
 
Planning dept./Commission has done little right in the last 10-20 years(look at our community-east to west-north to south), yet the same people dominate the Admin without REAL ACCOUNTABILITY.
Economic Development remains a revolving door joke.
The sham over employee layoffs and staffing is pathetic.
Time to clean out the entire building as far as many top level positions, and leave the workers alone until successful productive(meaning positive results) can be established.
 
We  simply have nothing to lose.
Council/Admin has already lost virtually everything for us.

Question Nelson...... if this $230,000 is HUD- as in Fed, not city money, and is intended for the salary and fringe benefits of these two Comm. Revit. Dept. employees and Gilleland laid them off, that means that the city collected $230,000 from the feds and are not using the money as intended- ie for their salaries/benefits. Is that a form of misappropriation of money if the $230,000 is going for something else? And if so, isn't that illegal? Just curious.

Good overview Spider- I still wonder what prompted the 1st Ward voters to put Armbruster back behind that council desk. Are the voters of the 1st Ward observant at all as to Armbruster's demeanor, lack of contributions/ involvement during his last term nor his lack of any real substance when he speaks? Good Lord- a stuffed likeness of him would accomplish the same thing, wouldn't it? I'm with you on the idea of cleaning out council and gutting the city building down to the workers. Can't possibly hurt the city when compared to what we have now. We are at a point where ANY change on Council AND the School Board would be a welcomed relief. It's rather apparent that the direction we have been heading is leading us to failure. - apparent to all but those who are in charge right now. Let's get rid of Becker and Mulligan ASAP. They are bad for the city in their current capacity.
