How do we secure evidence in the Middletown Property Room? We open the door and toss money, marijuana and crack cocaine in and lock the door.
There were even 2 dead fetuses in the Freezer. There is something systemically wrong there. This is a problem that just didn't start last year. It goes back for years and years. Is this normal procedure to store a dead fetus in an evidence room? Doesn't that belong in a morgue?

Why did it take 7 years for them to realize that this officer was neglecting the duties of the job? Why didn't the Lt. or the Sgt. activate the system to replace her? If she was this irresponsible in her job duties, how did she last 20 years on the force? OR---- is this a headhunting crucifixion by management to oust an employee that they just "don't like" or isn't a "team player"? We'll never know as we don't have access to her for evaluation on a daily basis. It might be her--- it might be their attitude toward her.. We had an episode with the property room,(I believe) back in the 80's where things were disappearing. Male officer involved then, I think. Anyone remember? If we had a thorough audit by an outside source, we could probably turn over some more of these operational problems in all departments of this city.

It's Middletown....what the Hell do you expect.......We have bigger concerns here...unfortunately no one gives a crap in this town.
In all honesty it is called a City Admin Problem and runs from the Top on down with no accountability in between. In Middletown it is the inmates running the asylum as usual.

I take it that this Kim Robinson is the same one that is in the paper today concerning the mishandling of the property room. 20 years as an officer and making $69,243- as much as the lowest paid Sgt. Not bad money for an officer portrayed as one who has "issues". Muterspaw lived over by me on Stratford until we moved in 2004. Nice person. Good character. Rose through the ranks fairly fast. Looks like he only makes 6 grand less than Hoffman, the Deputy Police Chief. How about that Owens as a Lt. making more than the Police Chief. ($30 grand more) How's that possible??? Just shows that some city/public service/government jobs are way out of line with the private sector as it applies to this information. After seeing this list, I don't believe that I will be voting for anymore safety levies. If they've got this much money to pay these types of salaries, they don't have any business asking the public for one more penny. Doesn't look like they're hurting for money in this area. Oh yea- I can just hear them saying- "but we need to pay these types of salaries to retain good people". Problem is - these are big city salaries for a small time city. They just don't fit in with the wages paid by anyone else in town. AK would come the closest to matching these salaries. These are "high roller" salaries for this town- even the patrol officers are making big bucks compared to the rest of us.

Long time reader, first time poster. This whole fetus thing really blows my mind. Why is it in the property room anyway. Why isnt it in a medical facility? This is unreal. I can't beleive that it took seven years for someone to find out what a mess it was. That doesnt make sense at all. And what about the cash lying around? How is that not criminal? Who does the cash belong too?I can see both sides of the salary issue. I know some of the officers and I do know they work lots of hours because they dont have enough officers. But how the property officer can make $69,000 is beyond me. That is insanely high. The salary for Don Owens has to be a misprint. There is no way he made that much more than everyone else. Didnt he retire too? Maybe it was a buyout. And where is Van Arsdale on that list? He is very high up and I thought he was in line to be the next Chief. He is the type who seemed to have his finger on the pulse. I met Muterspaw too Vietvet at a Middletown football event last year. Friendly guy, seemed genuine to me and seemed to really care but also seemed pretty frustrated with the city in general. He did say he was on call 24/7 so maybe thats why he is so high. I would liek to see the salaries here compared to Hamilton or Fairfield. I know the crime rate is probably higher here and the section 8 is high but still. Most of the salaries I assume are contract related, so what can you really do?
Hopefully this all will get addressed. Im sure most of the officers on teh list didnt have anything to do with property so I refuse to call all of them out, but still something or someone needs held accountable.

Folks the salaries and benefits paid to City employees, especially the Public Safety Sector, are not sustainable under Middletown's current financial circumstances. No matter how much you think they may deserve it, it is not financially possible to sustain these levels. Not only must the residents understand this, the City employees must also understand this.
The city either needs to significantly raise revenues, which is not feasible at this time in the form of increased taxes or they need to cut expenses or they need to dip into the City's reserve fund. Cutting expenses what is exactly left to cut? Not much. Dipping into the City's reserve fund is a short term fix and will not solve the problem. Raising taxes is not going to happen under the current economic situation. I would venture that even renewing the Public Safety Levy is in doubt at this time. I agree with Vet either the Employees get on board with the situation or I will not vote for the Public safety Levy again and would recommend that the rest of the citizens don't either.
The City and its Leaders and residents need to think outside the Box for solutions.

In a motion filed Monday, May 18, in Butler County Common Pleas Court, the city asserted that the arbitrator ignored state law and the city’s contract with Fraternal Order of Police Local Lodge 36 when he ruled against how the officer was disciplined last year. Law Director Les Landen and Assistant Law Director Sara Mills wrote a response to the FOP’s motion to vacate the city’s one-day unpaid suspension of Officer Kim Robinson. They said arbitrator Stephen Hayford “imposed requirements upon the city which are absent from the (union contract) and its essence. Therefore the arbitrator’s award is unlawful and must be vacated.” In the city’s lawsuit to vacate the arbitrator’s Jan. 14 ruling, it claims that inattention to detail and a lack of effort during Robinson’s seven years as property officer resulted in the loss of money and guns, and the mishandling of two human fetuses. The city is seeking a judge to settle the dispute. A process to rectify the “sloppy, unorganized” record keeping and “poor property handling” nearly cost the police division its accreditation in 2008. Landen said he expects oral arguments on the motion to be scheduled soon. “Nothing was missing, but there was a lot of stuff we should have disposed of,” Landen said. “That’s the biggest issue.” Landen said the suit is not about the city suing the union. “This is nothing more than a request to set aside the arbitrator’s decision that overturned the city’s discipline of Robinson. Officer David Kirsch, president of the local FOP, was not available for comment late Monday afternoon. |
