Story in the Journal about term limits and Council meeting once a month instead of two times-- Dick Slagle from the Charter Committee states " when council is not in session, the citizens are safer". What did you mean by that Mr. slagle? Are you implying that the less Council meets, the less damage they can do to the city? If so, I agree. Due to their ineptness, the less they try to participate in the running of this city, the less damage they do which is a he-- of a note. Allowing Council to call "special meetings" within that month is an issue. What would constitute "special meetings"? Would "special meetings" be those conducted in an open fashion to the public or would "special meetings" be the type of Sunshine Law/closed door meetings now being conducted at your friendly local restaurants as has been talked about on this forum???? When you see 3 or 4 Councilmembers sitting at a table in a local restaurant are they just having a meal and chitchatting or are they composing some "backroom scheme" to hide things from the public? CLEAN HOUSE IN NOVEMBER!!!!!
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

Personally I think we are safer with two out in the open meetings for council.  They tend to have enough other Council meetings with their committees as it is.

I was sitting in the "peanut gallery" for most of the Charter Review meeting Monday night.
 
Landon, and some of the others, said that there are a lot of months that there is "not enough business to fill the agenda most months"!!!  I guess this means that we should expect the next Section 8 contract to take SIX years instead of just THREE.
 
If there is "not enough" for two meetings a month" why do they insist on having several MORE meetings...ooops, I mean "pre-arranged discussions of public business by a majority of our legislative authority"... every month???  If they would cut those out, they would need at least FOUR meetings every month!!!
 
WHY???  Because they canNOT understand that they are the "LEGISLATIVE authority" and that the City Manager "manages the city" (hence the title)!!!
 
They canNOT understand the plain, simple English in the City Charter:
 
SECTION 8. ADMINISTRATION.

City Council shall adopt by ordinance an administrative code which shall set forth the organizational structure and assignment of responsibilities of the various departments and divisions in the City service. The organization thus established shall be administered by the City Manager.

Once they adopt that "administrative code", which they have, they have NO OTHER administrative duties except to revise that code, if necessary.
 
Nor does our council (or the law deparment, for that matter) understand the plain, simple English in the Ohio Revised Code:

731.05 Powers of legislative authority.

The powers of the legislative authority of a city shall be legislative only, it shall perform no administrative duties, and it shall neither appoint nor confirm any officer or employee in the city government except those of its own body, unless otherwise provided in Title VII [7] of the Revised Code. All contracts requiring the authority of the legislative authority for their execution shall be entered into and conducted to performance by the board or officers having charge of the matters to which they relate. After the authority to make such contracts has been given and the necessary appropriation made, the legislative authority shall take no further action thereon.

This also makes one wonder how in the world council thinks they can make themselves responsible for the overseeing and admisitration
of the CONSOC contract without violating BOTH the City Charter and the ORC!!!
 
The language is clear!!  Are council and the law department just ignorant, or are they scofflaws...or both???

Well lets see they don't have enough for two meetings.  Gee we could do away with the supposed "EMERGENCY LEGISLATION" unless it is truly an emergency.  Personally to me it sounds like the Council is trying to cut back on its meetings so that it can fit in its once a month Housing Authority meeting without cutting into their private schedules.

Oh here is a novel idea we could actually talk to Citizens during Citizens comments and at least acknowledge their issue and try to direct the issue to the proper department and personnel.  Instead of the "we are not setup for dialog with Citizens Comments".  Watch the next time you have Citizens comments and then right after that you have some charity group or volunteer group step up and see how much of a dialog the City Manager and Council all of a sudden have.....amazing how quickly they gain their voice back and happy dispositions of how wonderful Middletown is.
 
Lasts nights meeting lasted what an hour in public and then however long the closed door session was. 
 
If they meet once a month is council still wanting a raise to $9,000.00 a year or will they cut back their current pay to $2500.00 a year.LOL

well--I think that Council needs to meet twice monthly, and if they need more activity, then incorporate the "conversation with Council" into one meeting per month.
 
Scheduling less open meetings could lead to even more of the clandestine arrangements going on frequently now. We need more open discourse with the citizens, and Council needs to remember that THEY were chosen to serve the public and enact the will of the public. They must also remember that the public smart enough to elect them is also smart enough for open conversation and opionioning.
 
While I agree with Mr.sl*gle's quote, I disagree with his conclusion.
