LEGISLATION

1. Ordinance No. O2015-24, an ordinance enacting Chapter 1456 of the Codified Ordinances of the City of Middletown establishing regulations for chronic nuisance abatement. (2nd Reading)

 2. Resolution No. R2015-25, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2015. (Community Development Act 1974 Fund) (2nd Reading)

 3. Resolution No. R2015-26, a resolution authorizing an agreement granting tax abatement to Manchester Hotel, LLC for redevelopment of 1027 Manchester Avenue in the Downtown Middletown Community Reinvestment Area. (2nd Reading)

 4. Resolution No. R2015-27, a resolution authorizing an agreement granting tax abatement to Snider Building, LLC for redevelopment of 101 North Main Street (Snider Building aka Sonshine Building) in the Downtown Middletown Community Reinvestment Area. (2nd Reading)

 5. Resolution No. R2015-28, a resolution to make adjustments to appropriations for current expenses and other expenditures of the City of Middletown, Counties of Butler and Warren, State of Ohio, for the period ending December 31, 2015, and declaring an emergency. (Pool Fund)(No action requested until July 21, 2015)

 6. Ordinance No. O2015-25, an ordinance authorizing a contract with Kirk Bros. Co., Inc. for replacement of the influent screens at the Wastewater Treatment Plant and declaring an emergency.

 7. Ordinance No. O2015-26, an ordinance establishing a procedure for and authorizing an extension of the current contract with SmartBill Ltd. for the printing and mailing of tax bills. (1st Reading)

DATE June 18, 2015 
TO: Douglas Adkins, City Manager 
FROM: Scott Tadych, Public Works & Utilities Director PURPOSE To request a supplemental appropriation for the Pool Fund (acct. #257.990.52480) in the amount of $17,946.45. 
BACKGROUND AND FINDINGS Funds were donated to keep Sunset Pool open several years ago. Ultimately it was decided to close the pool permanently. The Park Board desires to use these funds to construct a picnic shelter at Sunset Park. Parks Maintenance staff obtained quotes from several contractors to construct the shelter. The low quote was submitted by B.D. Morgan & Co. in the amount of $18,986.00. The shelter will be 18 feet by 20 feet on a concrete slab. Funds must be appropriated in order to proceed with the project. ALTERNATIVES Do not build the shelter. 
FINANCIAL IMPACTS The cost of the proposed shelter is $18,986.00. The supplemental appropriation from the Pool Fund (257) is $17,946.45. The balance, $1,039.55, will be paid out of the Capital Fund (220). EMERGENCY/NON EMERGENCY Emergency legislation is requested at July 21st City Council meeting in order to start construction this summer. 

I thought these funds were transfered to the parks dept several years ago to clear this account.

BD Morgan had the lowest bid at almost 19 grand? A little high perhaps?

An 18 ft x 20 ft open shelter with a concrete slab for 19 grand? You can get an enclosed patio room for that.

Have the city workers build the forms, back a concrete truck in and pour the slab saving money. Buy the canopy, assemble it and mount it into the concrete using city workers.

Wouldn't this be a money saver?
I'm so proud of my hometown and what it has become. Recall 'em all. Let's start over.

I thought the money was stuck because it was donated by AK for one purpose and it might have had to go back to them or get AK approval to use it for something other than operating Sunset Pool.

The money was placed in a restricted fund for the pool....however I thought AK approved spending this money on Armbruster Nature Park...I think it went before council for approval.
Anyway I thought this money had already been spent by the park board.
